SUBJECT: Consider Authorizing Additional Commercial Vehicle Enforcement in
Fiscal Year 2016/2017 and Resolution Amending the Fiscal Year
2016/2017 Budget to Appropriate $20,000.00 from the General Fund
Reserve for This Purpose
BACKGROUND
State Route 118 (Los Angeles Avenue) is the primary east/west arterial street through
the City of Moorpark. The Moorpark Police Department along with other city entities
frequently receive complaints. regarding the traffic congestion and traffic safety due to
relatively large numbers of commercial vehicles. At the September 7, 2016 City Council
meeting, during discussion of the proposed Los Angeles Avenue Traffic Study, staff was
requested to evaluate the potential for dedicated traffic enforcement related to
commercial vehicles.
DISCUSSION
The Moorpark Police Department Traffic Bureau consists of three full-time motor officers
and four part-time cadets. A majority of the traffic enforcement in the city is conducted
by the three motor officers with the exception of parking citations, which falls to the
cadets and designated City staff. In addition to issuing citations, the Moorpark Traffic
Bureau is responsible for completing and investigating all traffic collisions that occur
within the city limits. These traffic collisions vary from minor traffic collisions to fatal
traffic accident investigations. The Moorpark Traffic Bureau is also responsible for
ensuring traffic safety in the school zones, extra patrolling high accident areas,
enforcing abandoned vehicle sections, and conducting driving under the influence
investigations.
With the increasing number of commercial vehicles using State Route 118 and State
Route 23 (Walnut Canyon Road / Moorpark Avenue) comes the increasing amount of
time dedicated to commercial vehicle enforcement. Approximately 30 to 35% of the
three motor officers' time is dedicated to such enforcement. In calendar year 2015, the

Moorpark Traffic Bureau issued 617 commercial vehicle citations. A majority of these
citations, 468 were for moving violations. Commercial vehicle traffic enforcement stops
require more time and training. Commercial vehicle citations tend to equate to more
court time as commercial vehicle operators are more likely to go to challenge citations in
court. All three of the motor officers have additional training in commercial enforcement
including the traffic supervisor who is a level one commercial certified traffic officer and
maintains a class B commercial driver's license. Regardless of the level of certification
our motor officers have, they cannot detain a commercial vehicle without probable
cause. The California Highway Patrol has the ability to detain commercial vehicles for
inspection without probable cause. No other law enforcement agency in the state has
this ability. Working in partnership with the California Highway Patrol will enable us to
conduct joint inspections which will result in a higher volume of inspections. When the
California Highway Patrol is not available, the motor officers will focus on commercial
violations throughout the City. Please see the attached chart for a month by month
break down of commercial citations issued by the Moorpark Traffic Bureau in 2015.

The City of Moorpark recently purchased a flex fuel Ford F-150 cadet truck. One of the
many uses of the cadet truck would be to transport commercial enforcement equipment
to working locations. The Moorpark Traffic Bureau possesses portable truck scales that
are in the process of being repaired and re-certified by the County of Ventura
Department of Weights and Measurements. The overtime allotment, the commercial
enforcement equipment, and our motor officers working in conjunction with the
California Highway Patrol will greatly increase the amount of time dedicated to
commercial enforcement in the City of Moorpark.
Commercial vehicle enforcement is both necessary and time consuming. In order to
better enforce vehicle code violations related to commercial enforcement, I would
recommend $20,000.00 be allocated to additional commercial vehicle enforcement.
The $20,000.00 would be used to cover overtime hours directly related to this purpose.
The current overtime rate for a Senior Deputy is $82.13 an hour while a Deputy is
$70.09 an hour for an average hourly rate of $76.11. Using the average rate of $76.11
an hour will equate to approximately 260 man hours (260 x $76.11 = $19788.60). Only
commercial enforcement trained traffic officers will be able to work the overtime and the

commercial enforcement trained traffic officers will be able to work the overtime and the
schedule will be determined by the City Manager and Chief of Police to best determine
the appropriate days and times to be worked.
Staff is requesting $20,000.00 for this purpose for the remainder of the 2016/2017
Fiscal Year.
FISCAL IMPACT
The fiscal impact would be approximately$20,000.00 from the General Fund Reserve.
STAFF RECOMMENDATION (ROLL CALL VOTE)
Authorize $20,000.00 to be used for additional commercial enforcement from the
General Fund Reserve; and adopt Resolution No. 2016- .

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA,AMENDING THE FISCAL YEAR
2016-17 BUDGET APPROPRIATING $20,000 FROM THE
GENERAL FUND (1000) FOR ADDITIONAL POLICE
TRAFFIC OVERTIME DEDICATED TO COMMERCIAL
VEHICLE ENFORCEMENT IN FISCAL YEAR 2016-17
WHEREAS, on June 15, 2016,the City Council adopted the Operating and Capital
Improvement Budget for FY 2016/2017; and
WHEREAS, at the regular City Council meeting of September 7, 2016, during a
discussion of the proposed Los Angeles Avenue Traffic Study staff was requested to
evaluate the potential for dedicated traffic enforcement of commercial vehicles; and
WHEREAS, it has been determined in order to enforce vehicle code violations
related to commercial enforcement a budget appropriation increase of$20,000.00 in the
General Fund (1000) is requested for these additional services; and
WHEREAS, Exhibit"A" hereof describes said budget amendment and its resultant
impact to the budget line items.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That a Budget Amendment in the aggregate increase of$20,000.00,.
as more particularly described in Exhibit"A", is hereby approved.
SECTION 2. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolutions.
