SUBJECT: Consider Modifying a Portion of the North and West Sides of
Mountain Trail Street along Moorpark High School (MHS) from "No
Stopping Anytime" to "No Parking Anytime"
BACKGROUND / DISCUSSION
Over the past few years, on-site parking and available student drop off areas at
Moorpark High School (MHS) have been reduced. This resulted in an increased use of
the curb area along the MHS side of Mountain Trail Street for student drop off and pick
up. The current "No Stopping Anytime" restriction prohibits this practice. City staff and
Sheriffs personnel have observed the current situation on a number of occasions and
are recommending that most of the current "No Stopping Anytime" areas on the West
and North sides of Mountain Trail Street along the MHS frontage be changed to "No
Parking Anytime." The only exception is the forty feet (40') directly east of the shared
driveway for the MHS parking lot and the bus staging area entry and the twenty feet
(20') directly east of the bus staging area exit driveway. These two areas will remain
"No Stopping Anytime" and the curb will be painted red to provide sight distance for the
drivers traveling west on Mountain Trail Street when cars are stopped along the curb.
In 1993, a portion of Mountain Trail Street (about 280 feet) was approved as a "No
Parking Anytime" zone to serve as a drop off and pick up area. This area is not affected
by this proposed change. Except for the loss of three parking spaces, as a result of the
sight distance matter referenced above, this will not affect the occasional (about ten
days per year) use of Mountain Trail Street for special event parking when authorized
by a City Encroachment Permit. Moorpark Unified School District and MHS personnel
have been advised of these proposed changes.
FISCAL IMPACT
There will be minor costs to modify signs and paint the curb red.

Adopt Resolution No. 2016- to change a portion of the "No Stopping Anytime"
restriction to a "No Parking Anytime" restriction on Mountain Trail Street adjacent to
Moorpark High School.

RESOLUTION NO. 2016 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, AMENDING
RESOLUTION NO. 93-967 AND REPEALING
RESOLUTION NOS. 94-1076 AND 2003-2132 TO
CHANGE A PORTION OF THE NO STOPPING ANYTIME
RESTRICTION ON MOUNTAIN TRAIL STREET TO A NO
PARKING ANYTIME RESTRICTION
WHEREAS, Section 22507 of the California Vehicle Code provides for the
restriction and/or prohibition of parking and/or stopping on local streets by local
agencies; and
WHEREAS, pursuant to said authority, the City Council has adopted a number of
resolutions establishing parking restrictions in the Mountain Meadows (PC-3) area of
the City; and
WHEREAS, Resolution No. 93-967 established a "NO STOPPING ANYTIME"
zone on the west side of Mountain Trail Street along the entire frontage of Moorpark
High School, and Resolution Nos. 94-1076 and 2003-2132 modified that parking
restriction; and
WHEREAS, the City Council has determined that the public need would be better
served if an additional portion of the west side of Mountain Trail Street along the
frontage of Moorpark High School was designated NO PARKING ANYTIME.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That Section 2 of Resolution No. 93-967, pertaining to the
establishment of NO STOPPING ANYTIME zones, is hereby amended by deleting the
street segment described as follows:
"Mountain Trail Street, both sides, from Tierra Rejada Road northerly and
easterly to Walnut Creek Road."
SECTION 2. That "NO STOPPING ANYTIME" zones, as described in Exhibit A,
are hereby established on portions of Mountain Trail Street described as follows:

placement of signs and markings giving notice of these parking restrictions.
