Lail, City Engineer /Public Works Director February 14, 2007 (CC Meeting of 02/21/07) SUBJECT: Consider Selection of a Consultant to Prepare Plans, Specifications and Cost Estimate for the Widening of Los Angeles Avenue Between Maureen Lane and Leta Yancy Road (Project 8058) BACKGROUND The vacant property on the south side of Los Angeles Avenue between Maureen Lane and Leta Yancy Road was to be developed by Pacific Communities Builders as part of Tract 5053. That development would have included improvements to Los Angeles Avenue to widen the highway to its ultimate width and provide three travel lanes in each direction. The developer's plans to construct this project have been deferred indefinitely. In July of 2003 the City Council considered a report which discussed ways and means for the City to undertake construction of this project in advance of the development of Tract 5053. Later, in June of 2004, the City Council adopted a resolution (Resolution No. 2004 -2203) amending the budget to provide funding, in the amount of $200,000, from the L. A. Ave. AOC Fund, for initial design efforts. DISCUSSION A. Project Description and Scope The scope of the project will be limited to widening on the south side of the street and restriping to provide six (6) travel lanes. In that traffic signal warrants cannot be met until the project on the south side of the street is constructed, there will be no traffic signal constructed at Shasta Avenue at this time. c city share/public worksleveryone/staff repons 120071FebfLA_Shasta_Design O O O Os 4 Honorable City Council February 21, 2007 Page 2 L'' C E F Water Line Relocation/ Protection In the staff reports mentioned in the Background section of this report, there was considerable discussion of the need and cost of relocating a major water line owned by the Calleguas Municipal Water District. Staff has had discussions with Calleguas Municipal Water District and the need for the water line relocation has been deleted, instead the waterlines can now be protected in place. Project implementation has, therefore, become much simpler and less expensive. Right -of -Way Pacific Communities Builders has conveyed to the City the right -of -way required for this project. Request for Proposals / Proposals Received Staff has prepared and distributed a Request for Proposals (RFP) for the civil engineering services required to prepare project plans and specifications. Two proposals were received. Upon review of those proposals, staff has concluded that the firm of Katz, Okitsu & Associates should be selected to provide the required services. The fee amount is $84,050 (Attachment 1). Fiscal Impact As mentioned above, the FY 2006/07 budget includes Project 8058. That project currently provides funds in the amount of $200,000 for design costs. The City is in the process of finalizing a reimbursable agreement with Pacific Communities for all design and construction costs. Award a consultant contract to Katz, Okitsu & Associates to prepare the plans, specifications and cost estimate for the subject project, and authorize the City Manager to execute the consultant contract in the amount of $84,050.
