SUBJECT: Consider Approval of Conceptual Design for the Construction of
Raised Landscaped Medians on Los Angeles Avenue between State
Route 23 and Tierra Rejada Road
BACKGROUND
Caltrans has developed Context Sensitive Design Guidelines which include provisions
for the construction of raised medians, landscaping, and other aesthetic treatments on
State highways, as a means to improve aesthetics and better control traffic flow.
In August of 2006, the City Council approved the selection of a civil engineering firm,
Tetra Tech, Inc., to prepare design plans for the construction of raised, landscaped
medians on the subject segment of Route 118. The first step in that design effort was
the preparation of the Conceptual Design for the project.
DISCUSSION
A. Conceptual Design
The draft Conceptual Design is attached as Attachment 1. One of the primary
purposes of this conceptual design is to show where all of the median breaks will be
and, where left -turn movements will no longer be possible as the result of
construction of raised medians.
The attached conceptual design was developed by the design consultant, with staff
input. It is the view of staff that this design accommodates all significant needs for
left -turn ingress and egress while accomplishing the primary goals of traffic
safety /channelization and improved highway aesthetics.

B. Restricted Turning Movements
The proposed Conceptual Design changes traffic patterns significantly at two
locations, generally described as follows:
• Goldman Avenue: Medians will be constructed through the intersection, thus
preventing left -turn movements at this uncontrolled intersection. It is the view of
staff that traffic safety will be improved if left turn traffic to and from the industrial
park on the north side of the highway were to be re- directed to Maureen Lane.
This has been the Council direction since approval of Tract 5053 (Pacific
Communities) At that time it was determined Maureen Lane (since installed) and
Shasta Avenue would be signalized four -way intersection with no left turn
movements at Goldman Avenue when a raised median is constructed.
• Moorpark Town Center (Ralph's market): Although the draft design for the
median will allow both left -turn ingress and left -turn egress, it would be the intent
of staff to pursue the placement of signs prohibiting left -turn egress during peak
traffic hours. It is understood that this design does not accommodate left -turn
traffic movements into the future shopping center to be constructed on the south
side of the highway. It is the view of staff that there is insufficient distance
between this future driveway and Moorpark Avenue to provide for a westbound
left -turn pocket at this location and that ample access will be provided to the
future shopping center from the signalized intersection at both Moorpark Avenue
and Park Lane.
• Moorpark Pines Apartments (east of Starbuck's): Although the median design
does not address left -turn egress from the condo complex, it is the intent of staff
to pursue future placement of signs prohibiting left -turn egress from this
driveway.
C. Caltrans Review
Upon approval of the Conceptual Design by the City Council, staff will meet with
Caltrans to discuss and review the conceptual plans. Staff anticipates that Caltrans
approval will be granted, however Caltrans may require more restricted turning
movements. On Caltrans approval, staff will then direct the City's design consultant
to proceed with preparation of the final plans and specifications for the project. On
approval by Caltrans, staff will present to City Council with the findings. Staff will
also interface with the businesses along this corridor that will be affected by
restrictive left turn movements.
D. Environmental Document
When and if the conceptual design is approved by Caltrans, staff will then proceed
with preparation of the Environmental Document for the project, coincidentally with

preparation of the final design. Based on the level of environmental documents
required by Caltrans, staff may have to hire an independent consultant to perform
those tasks.
E. Fiscal Imp act
1. Total Project Cost Estimate: The current total project cost estimate is as follows:

2. L. A. AOC Fees: This project is funded by the L.A. AOC Fund. The L. A. AOC fees
were last updated in March of 2006. The revised L. A. AOC fess approved at that
time are based, in part, on a list of future project to be funded by this source. That
list includes the subject project. The project cost estimate cited in the March 2006
L. A. AOC fee report is substantially less than the above current project cost
estimate. A summary of that difference is as follows:

It should be noted that a complete analysis of L A AOC fee requirements would
review all proposed future L A AOC fee - funded project. If such an analysis
indicated a need to revise L A AOC fees, it is likely that the amount of the then
proposed change in the fee would be something other than the $1.5 million noted
above. A review of the L. A. AOC fee will be initiated and presented to the City
Council by September of this year.
3. Budget. The project is included in the FY 06/07 Budget as Project 8047 and is
funded by Fund 2501: L A AOC Fund. A re -cap of the current budget is as follows:

The segments of Los Angeles Avenue between Leta Yancy and Maureen Lane and
between Spring Road and Moorpark Avenue must first be widened before medians
can be constructed. It is anticipated that the widening of these portions will be
accomplished before the installation of the medians. In the event street widening
has not yet occurred, installation of medians in those reaches would be made a part
of the street widening project.
STAFF RECOMMENDATION
Approve the Conceptual Design for the subject project.
