Blais, Parks and Landscape Manager DATE: March 21, 2007 (CC Meeting of April 4, 2007) SUBJECT: Consider Design and Specifications for New City Park Facility Construction Project "Magnolia Park" SUMMARY On February 15, 2006, City Council approved the conceptual design for Magnolia Park. The Council is now being asked to approve construction plans and specifications, authorize solicitation of bids for park construction, and waiver of the City's purchasing procedures for the playground equipment. DISCUSSION The City's FY 2006/07 budget includes $544,922.00 for the design and construction of Magnolia Park. This park consists of approximately ' /z acre and is located at the north /west corner of Charles Street and Magnolia Avenue. The park design was provided by James M. Gilmore, ASLA, of Gilmore and Associates. The park project will consist of site grading, drainage, and construction. Park amenities will include ADA accessible venues, which include one modular playground, with three slides and a climbing wall. This play system will include poured -in -place rubberized surface for areas of ADA accessibility. Also included will be four trash receptacles, two picnic tables, one drinking fountain, and two benches. This facility will be themed with a central walkway, evergreen trees, and evergreen vines along the north and west walls along the park perimeter site. Dave Bang Associates was awarded a purchasing contract from the Colton Unified School District for playground equipment. Colton Unified has agreed to allow other public agencies in California to "piggy back" on its contract, receiving the same terms 000001 Honorable City Council April 4, 2007 Page 2 and conditions. The Dave Bang modular playground system is currently at Villa Campesina Park in the City of Moorpark. With the City Council's approval, staff will proceed with bid solicitation for park construction. At a future meeting, the Council will be asked to award a contract to the lowest qualified bidder. The estimated construction period will be 40 days, excluding weekends and holidays, following staff notification to contractor with "Notice to Proceed." STAFF RECOMMENDATION Approve the design and specifications for Magnolia Park, authorize bid solicitation for park construction and the purchase of Dave Bang modular play equipment.
