HARE Chief of Police City Treasurer MEMORANDUM TO: ::°::, City Council FROM: Assistant City Engineer/ DATE: April 27, 1989 SUBJECT: Tract 4081 (Colmer) Tentative Map Time Extension BACKGROUND INFORMATION Tract 4081 is located adjacent to Grimes Canyon Road in the northwest section of the City of Moorpark. A location map is enclosed for your reference. On January 6, 1986 a tentative map for Tract 4081 was approved by the City Council subject to the completion of development conditions. The conditions required that the Tract Map be recorded by January 6, 1989. Tract Map 4081 was not recorded prior to its expiration. Prior to this expiration date, the developers of Tract 4081 had requested a time extension for the tract map. Following several meetings with the developer, the Director of Community Development, and the City Engineer, it is recommended that the expiration date for tentative Tract Map 4081 be extended. In addition to the conditions already imposed upon Tract 4081, it is recommended that the attached conditions be imposed as a part of the time extension and that the project be redesigned as resubmitted (see revised design dated April 3 , 1989 for reference) . The developer has agreed to all of the additional conditions and the one year time extension. Rancho Real (the cul-de-sac street running in the north-south direction from Grimes Canyon Road) and Rancho Grande (the street running in an east-west direction from Rancho Real to the eastern tract boundary) shall be irrevocably offered to the City of Moorpark. These streets shall be constructed and maintained to City standards by the homeowner's association. These streets shall remain private until such time that development occurs to the east of Tract 4081 and these streets are required for circulation within and out of the new development. At that time the City will accept the offer of dedication and accept these streets into the City system. 2 . All storm drains within the tract are to be maintained by the homeowner's association. Storm drains which carry waters under Rancho Real and Rancho Grande shall be irrevocably offered to the City of Moorpark, and will be accepted by the City when the referenced streets are accepted by the City for maintenance. Only those sections of storm drain required to carry storm water under public streets, as determined by the City Engineer, will be accepted by the City of Moorpark. 3 . All channels within the tract (natural and improved) shall be maintained by the homeowner's association. 4. All private drives shall be maintained by the homeowner's association. The private drives shall not be offered to the City and shall not be accepted by the City. 5. A homeowner's association shall be formed. The CC&R's shall be approved by the City. The homeowner's association shall be responsible for, but not limited to, the following responsibilities: a. Maintenance of all streets and private driveways. b. Maintenance of all storm drains and channels. c. Maintenance of all slopes. 6. The applicant will be required to pay full map check and improvement plan check fees for the revised tract map and improvement plan submittals. 7. A traffic mitigation fee in the amount of $3, 000 per lot shall be paid by the developer prior to recordation.
