SUBJECT: Consider Amendment to Agreement for Dial -A -Ride Paratransit
Services with MV Transportation, Inc., Extending Agreement for
One -Year with Rate Increases
SUMMARY
The current Agreement for Dial -A -Ride Paratransit Services with MV Transportation,
expires June 30, 2007. The Agreement, entered into in 2004, was for a three -year term
with options for two, one -year extensions. The City Council is being asked to approve the
first one -year extension. If approved, the Agreement would be amended to reflect the one -
year extension and rate increase. Staff is also proposing amending the Agreement to
reflect the new fares collected from passengers, per the City Council's approval December
7, 2005. Sufficient funds are proposed in the draft FY 2007/08 Paratransit budget request
to pay for the extension and a rate increase.
DISCUSSION
In 2004, the City solicited proposals to operate and manage Dial -A -Ride Paratransit
services of the City of Moorpark. The program consists of curb -to -curb demand responsive
transportation for senior (aged 62 +) citizens and persons with disabilities certified in
accordance with the Americans with Disabilities Act (ADA). MV Transportation, Inc., was
the successful proposer. MV Transportation is paid a set fee for each trip it provides, as
well as for each mile the vehicles travel during service. The system operates 6:00 a.m. to
6:00 p.m. Monday through Friday, to compliment the City's fixed- transit system. The
current cost of service for operations is $1.80 per trip and $2.22 per mile.
MV Transportation has requested an increase to $1.89 per trip (5 percent increase) and
$2.52 per mile (13.5 percent increase) for the next fiscal year. The increase in mileage
reflects the sharp increase in fuel that has occurred since the Agreement was signed in

2004. Since 2004, MV Transportation's fuel costs have increased 56 percent and will likely
continue to rise as the year progresses. The FY 2007/08 proposed budget includes
sufficient funds to cover these expenses.
Staff also proposes amending the Agreement to reflect the current fares collected from
passengers that were approved by City Council on December 7, 2005. The fare adjustment
increased the Inter -City Dial -A -Ride fare to $3.00 one way paratransit trip to Thousand
Oaks/Westlake and the Simi Valley transfer point. It also increased the Inter -City Dial -A-
Ride fare to $4.50 one way paratransit trip to Camarillo and Oak Park. The fares were
implemented in January 2006, but an Agreement Amendment had not been needed in
order for the pricing to go into effect. This part of the Amendment simply updates the
Agreement for future reference.
STAFF RECOMMENDATION
Approve a one -year extension with MV Transportation consistent with this report.

AMENDMENT NO. 1
AGREEMENT FOR PROVIDING DIAL -A -RIDE PARATRANSIT SERVICES
THIS AMENDMENT TO AGREEMENT, made and entered into this day of
, 2007, by and between the City of Moorpark, a municipal corporation
located in the County of Ventura, State of California, hereinafter referred to as "City" and
MV Transportation, Inc., hereinafter referred to as "Contractor ".
WITNESSETH
Whereas, on July 9, 2004, the City and Contractor entered into an Agreement for
providing Dial -A -Ride Paratransit Services, hereto referred to as Agreement, pertaining
to all things necessary to operate and manage Dial -A -Ride Paratransit services of the
City of Moorpark; and,
Whereas, the City now desires to utilize its exclusive option to extend the
Agreement for one (1) one -year period, the City and Contractor have discussed and
agreed to said extension, and now wish to document said Agreement by jointly
approving this Amendment No. 1 to the July 9, 2004 Agreement by amending the term,
compensation, and fares collected.
NOW, THEREFORE, in consideration of the mutual convents, benefits and
premises herein stated, the parties hereto agree to amend the aforesaid Agreement and
Amendments as follows:
Term of Agreement
Section 1, Term of Agreement, is hereby amended to extend the Agreement
for providing Dial -A -Ride Paratransit Services to June 30, 2008, unless
sooner terminated as provided in the Agreement.
II. Compensation
Section 3, Compensation, is hereby amended to reflect an adjustment to the
per -trip amount from $1.80 per trip to $1.89 per trip effective July 1, 2007
through June 30, 2008. The Compensation is also hereby amended to reflect
an adjustment to the per -mile amount from $2.22 per mile to $2.52 per mile
effective July 1, 2007 through June 30, 2008.
Ill. Fares
Section 9, Fares, of the Scope of Services "Exhibit 1" of the Agreement is
hereby amended to reflect the current fares collected by Contractor, including

an adjustment to the Inter -City ADA trips fares from $2.00 per rider to $3.00
per rider to Thousand OaksNVestlake and the Simi Valley transfer point, and
from $2.00 per rider to $4.50 per rider to Camarillo and Oak Park.
IV. Remaining Provisions
All other provisions of the aforesaid Agreement shall remain in full force and
effect.
