I a�J� Mary Lindley, Parks, Recreation, and Community Director Shaun Kroes, Management Analyst 0 May 3, 2007 (CC meeting of May 16, 2007) Services /C SUBJECT: Consider Award of Contract for Installation of a Surveillance Security System at the Moorpark Metrolink Station and Appurtenant Work SUMMARY The City Council is being asked to approve a Contract with Direct AN Sound and Communication for Installation of a surveillance security system at the Moorpark Metrolink Station and appurtenant work. BACKGROUND As part of the City Council's Goals and Objectives for FY 2005/06, staff evaluated the use of a digital camera surveillance system at the Metrolink Station to increase security. On March 1, 2006, the City Council approved an agreement with Schirmer Engineering Corporation (SEC) to design a surveillance system for the Metrolink Station. On July 19, 2007, the City Council approved the conceptual design. On January 17, 2007, the City Council approved specification and construction plans and directed staff to proceed with bid processes. At that time, the City Council also approved a record retention policy for images recorded by the security camera system. The Notice Inviting Bids was published January 26, 2007. There was a mandatory pre -bid meeting on February 13, 2007. Approximately fourteen (14) vendors attended the pre -bid meeting. The original bid due date was February 27, 2007. Unfortunately, delays in a soils report necessitated extending the due date to April 12, 2007. The results are as follows: Direct A/V Sound & Communication $163,242 Economy Electric $231,765 Taft Electric Company $250,475 The proposals were evaluated on their proposal completeness, ability to meet requirements, references and cost. The low bidder is Direct A/V Sound & Communication. Direct A/V possesses the necessary qualifications and experience to perform the work and additionally, is a responsive and responsible bidder. Direct AN has performed multiple security camera installation projects, including assisting in the design and installation of security camera systems at Los Angeles International Airport. Direct AN's references gave high remarks about the work that they performed. Representatives of Metrolink also gave their approval of Direct AN, citing previous work experiences with the company on multiple projects. If approved, Direct AN will have 120 days to complete the installation of the security camera system, from the date that it receives the City's Notice to Proceed. The City has obtained $250,000 in funding for the security camera system project ($200,000 FTA; $50,000 Local TDA), including the consultant SEC security camera poles, computer station at the Police Services Center, soils report, and inspection. STAFF RECOMMENDATION Award contract and authorize the City Manager to execute the contract with Direct A/V Sound & Communication. 000JA -31
