May 9, 2007 (CC Meeting May 16, 2007) SUBJECT: Consider Award of Contract to Malibu Pacific Tennis Courts for Construction of Magnolia Park DISCUSSION On April 4, 2007, City Council approved the design and specifications for the construction of Magnolia Park located at 296 Charles Street. The bid process for the construction of Magnolia Park closed on May 8, 2007, and the City Council is now being asked to approve the award of contract to the lowest responsible bidder, Malibu Pacific Tennis Courts. The construction of Magnolia Park will consist of site grading, drainage, fencing, irrigation, installation of modular playground equipment and surfacing, installation of benches and picnic tables, and landscape. The City received 2 bid proposals from the following contractors: Contractor Bid Amount Malibu Pacific $ 168,999.00 Mendez Concrete $ 186,499.00 The bids were reviewed for completeness and mathematical errors, and are considered valid bid proposals for this project. Staff finds that the lowest qualified bidder is Malibu Pacific at $168,999.00. Malibu Pacific possesses the necessary licenses to perform the work and has experience constructing similar project for other cities. Additionally, Malibu Pacific constructed the City's eight lighted tennis courts at Arroyo Vista Community Park. The City included $544,992 in MRA funds in the FY 06/07 budget for this project. To date, $134,305 has been spent on the project: $86,567 for removal of portions of Magnolia Street; $38,781 for playground equipment and site furniture; and $8,957 for F: \Community Services\ADMINISTRATIVE \CC Reports \2007 \5 -16 -07 (Magnolia Park Bid Award) doc 000 -136 Honorable City Council May 16, 2007 Page 2 design. Based the amount spent to date, Malibu Pacific's bid price of $168,999, additional project coordination, and a contingency, it is estimated that the total project will be completed under budget. STAFF RECOMMENDATION Award a contract to Malibu Pacific for the construction of Magnolia Park in the amount of $168,999.00 and authorize the City Manager to execute the contract. 0001.3'1
