AC11OW:_____ ;.-gin•. � - MINUTES OF THE CITY COUNCIL Moorpark, California November 11, 2016 A Special Meeting of the City Council of the City of Moorpark was held on November 11, 2016, in the Emergency Operations Center, at Police Services Center of said City located at 610 Spring Road, Moorpark, California. 1. CALL TO ORDER: Mayor Parvin called the meeting to order at 11:22 a.m. 2. ROLL CALL: Present: Councilmembers Mikos, Millhouse, Pollock, Van Dam, and Mayor Parvin. Staff Present: Steven Kueny, City Manager; David Bobardt, Community Development Director; Joseph Fiss; Economic Development and Planning Manager and Captain John Reilly. 3. PUBLIC COMMENT: None. 4. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 5. PRESENTATION/ACTION/DISCUSSION: A. Consider an Interim Urgency Ordinance Prohibiting the Approval of Any Business Registration, Use Permit or Any Application for Massage Establishments in Any Zone During the Pendency of The City's Consideration of Amendments to the Moorpark Municipal Code and Declaring the Urgency Thereof and the Immediate Effectiveness of this Ordinance Pursuant to Government Code Sections 65858, 36934 and 36937. Staff Recommendation: 1) Adopt Ordinance No. 441; and 2) Direct staff to schedule and notice a public hearing for December 21, 2016, to extend the Interim Ordinance. (ROLL CALL VOTE 4/5TH AFFIRMATION) Mr. Fiss gave the staff report. There were no speakers. 56 Minutes of the City Council Moorpark, California Page 2 November 11, 2016 MOTION: Councilmember Millhouse moved and Mayor Parvin seconded a motion to: 1) Adopt Interim Urgency Ordinance No. 441 prohibiting the approval of any Business Registration, Use Permit or any application for Massage Establishments in any zone during the pendency of the City's consideration of amendments to the Moorpark Municipal Code and declaring the urgency thereof and the immediate effectiveness of this ordinance pursuant to Government Code Sections 65858, 36934 and 36937; and 2) Direct staff to schedule and notice a public hearing for December 21, 2016, to extend the Interim Ordinance. The motion carried by unanimous roll call vote. 6. CLOSED SESSION: None was held. 7. ADJOURNMENT: Mayor Parvin adjourned the meeting at 11:32 a.m. Janice S.
