SUBJECT: Consider Purchase of 31 Poindexter Avenue (APN 511-0-090-200)
and Resolution Amending Fiscal Year 2016/17 Budget to Fund
Transaction and Allocate Funds for Maintenance
BACKGROUND & DISCUSSION
Staff has negotiated with Poindexter Properties, LLC to purchase the property located at
31 Poindexter Avenue. The property is located at the corner of Moorpark Avenue and
Poindexter Avenue and is being purchased for the future widening of Moorpark Avenue.
The property is improved with a 16,000 square foot warehouse building on a 26,000
square foot lot. Staff is in the process of having a Phase I Environmental Site
Assessment (Phase I) completed on the property, but the results will likely not be
received prior to the City Council meeting. The City Council is being asked to authorize
the purchase of the property, subject to a favorable Phase I report.
FISCAL IMPACT
The adopted Fiscal Year (FY) 2016/17 funding for the Moorpark Avenue Widening
Project (C0004) has been deferred to future years as it is contingent upon the update of
the General Plan and Circulation Element to identify the second southbound lane.
Similar to the financing of 488 McFadden Avenue last July 20, 2016, staff proposes to
appropriate the acquisition costs in C0004 and the maintenance costs in the Property
Maintenance Division (172). The negotiated sale price for the property is $750,000.00.
There is no funding allocated for the purchase of this property or associated
maintenance after we close escrow. Staff is requesting a budget amendment of
$775,000.00 for purchase price, closing costs, and property maintenance costs from the
City-Wide Traffic Mitigation Fund (2002).

STAFF RECOMMENDATION (ROLL CALL VOTE)
1. Authorize purchase of property at 31 Poindexter Avenue and authorize the City
Manager to approve and sign all documents relevant to the transaction, subject
to a favorable Phase I report, subject to final language approval of the City
Manager and City Attorney; and
2. Authorize City Clerk to accept the Grant Deed for the property; and
3. Adopt Resolution No. 2016- _, amending the Fiscal Year 2016-17 budget
to purchase and maintain the property.

A RESOLUTION OF CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR
2016/17 BUDGET BY APPROPRIATING $775,000.00 FROM
THE CITY-WIDE TRAFFIC MITIGATION FUND (2002) FOR
PURCHASE OF PROPERTY AND PROPERTY MAINTENANCE
OF 31 POINDEXTER AVENUE (COST CENTER NO. L0075)
WHEREAS on June 15, 2016, the City of Moorpark adopted the Operating and
Capital Improvement Projects budget for Fiscal Year (FY) 2016/17; and
WHEREAS, a staff report has been presented to City Council authorizing the
purchase of the property located on 31 Poindexter Avenue for the future widening of
Moorpark Avenue; and
WHEREAS, an aggregate budget amendment of $775,000.00 from the City-wide
Traffic Mitigation Fund (2002) is requested - $770,000 for property purchase
appropriated in Moorpark Avenue Widening Project (C0004) and $5,000 for
maintenance expenses in the Property Maintenance Division (172) for 31 Poindexter
Avenue (Cost Center No. L0075); and
WHEREAS, Exhibit "A", attached hereto and made a part hereof, describes said
budget amendment and the resultant impact to the budget line items.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. A budget amendment in the amount $775,000.00 from the City-
wide Traffic Mitigation Fund (2002), as more particularly described in Exhibit "A",
attached hereto, is hereby approved.
SECTION 2. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolutions.
