SUBJECT: Consider Request to Use the Sycamore Room at Arroyo Vista
Recreation Center to Hold USA Swimming Build-A-Pool Conference
and Waive the City's Facility Rental Fees
BACKGROUND AND DISCUSSION
In April 2016, the City and the Moorpark Unified School District Board (Board) both
approved a conceptual plan to fund a swimming pool at Moorpark High School. The
City would provide $3 million of the estimated $5 million in construction costs and would
receive fifteen years of public swimming, at no cost to the City. The District would fund
the additional $2 million for construction and at its cost, would operate and maintain the
pool as outlined in the conceptual plan.
The District was set to commit $1 million of existing bond funding and would fundraise
for the additional $1 million for its portion of the construction costs. The Board
established a Community Aquatics Facility Committee (Committee) to explore fund
raising opportunities and secured funding to host a USA Swimming Build-a-Pool
conference to assist with the fundraising efforts. Mayor Parvin is a member of the
Committee as a private Citizen. With the recent turnover of the Board, it is not clear if
the Committee is still operating under the Board's direction.
It is our understanding that the referenced Committee has met several times and the
conference is scheduled for January 18 and 19, 2017, from 9:00 a.m. to 4:00 p.m. A
representative of Moorpark Unified School District (District) has requested use of the
Sycamore Room at Arroyo Vista Recreation Center for the conference and to waive all
fees.
The Committee does not qualify for a fee waiver. However, the Mayor and the City's
Parks and Recreation Director will attend a portion of the workshop since it may be
beneficial in helping the District secure the necessary funding for the pool. The
construction of the pool has been a City objective for many years. The waiver would
only apply for the two days of the conference and any other requests for City facilities by
the referenced Committee would require adhering to City established Policies and fees.

FISCAL IMPACT
Since the workshop is being held during normal working hours, there will be no
additional staff costs associated with opening or closing the building during the
conference. However, City staff time will be required to set-up and breakdown for the
event. Staff is recommending that the City Council waive the facility rental fees for the
use of the Sycamore Room over the two days, including chairs and tables for
approximately forty attendees, and the City's direct costs associated with the staff time
needed to set-up and breakdown the event.
The facility rental fees and direct costs would total approximately $1,300. Staff is
recommending that the City Council waive the facility rental fees and City's direct costs.
STAFF RECOMMENDATION
Approve the waiver of the facility rental fees and City's direct costs associated with use
of the Sycamore Room at Arroyo Vista Recreation Center as referenced in this report.
