Moorpark, California December 21, 2016
A Special Meeting of the City Council of the City of Moorpark and the Successor
Agency was held on December 21, 2016, in the Council Chambers of said City located
at 799 Moorpark Avenue, Moorpark, California. All items listed are heard and acted
upon by the City Council unless otherwise noted.
1. CALL TO ORDER:
Mayor Parvin called the meeting to order at 6:03 p.m.
2. ROLL CALL:
Present: Councilmembers Mikos, Pollock, Simons (arrived at 6:08
p.m.), Van Dam, and Mayor Parvin.
Staff Present: Steven Kueny, City Manager; Kevin Ennis, City Attorney;
Alison Krumbein, Sohagi Law Group (via conference call
arrived at 6:07 p.m.); Deborah Traffenstedt, Assistant City
Manager; Jeremy Laurentowski, Parks and Recreation
Director; and Jessica Sandifer, Program Manager.
3. PUBLIC COMMENT:
None.
4. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
None.
5. PRESENTATION/ACTION DISCUSSION:
6. CONSENT CALENDAR:
A. Consider Request to Use the Sycamore Room at Arroyo Vista Recreation
Center to Hold USA Swimming Build-A-Pool Conference and Waive the
City's Facility Rental Fees. Staff Recommendation: Approve the waiver of
the facility rental fees and City's direct costs associated with use of the
Sycamore Room at Arroyo Vista Recreation Center as referenced in the
report.
The staff report was waived, and there were no speakers.

MOTION: Councilmember Pollock moved and Councilmember Van Dam
seconded a motion to approve the waiver of the facility rental fees and City's
direct costs associated with use of the Sycamore Room at Arroyo Vista
Recreation Center as referenced in the report. The motion carried by voice vote
4-0, Councilmember Simons absent.
7. CLOSED SESSION:
Mr. Kueny requested the Council go into closed session for discussion of one
case under Item 7.B., and for Item 7.D.on the agenda.
MOTION: Councilmember Mikos moved and Councilmember Van Dam seconded a
motion to go into closed session for discussion of one case under Item 7.B., and for
Item 7.D.on the agenda. The motion carried by unanimous voice vote. The time was
6:05 p.m. Ms. Sandifer left the meeting at this time.
B. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION
Initiation of litigation (Pursuant to Paragraph (4) of Subdivision (d) of

(Pursuant to Paragraph (1) of subdivision (d) of Government Code Section
54956.9)
City of Moorpark v. County of Ventura et al. (Real Party in Interest, Wayne
J. Sand & Gravel, Inc.) (Case No. 56-2016-00482408-CU-WM-VTA)
Present in closed session were Councilmembers Mikos, Pollock, Simons (arrived
at 6:08 p.m.), Van Dam, and Mayor Parvin; Steven Kueny, City Manager; Kevin
Ennis, City Attorney; Alison Krumbein, Sohagi Law Group (joined the closed
session at 6:07 p.m. via conference call); Deborah Traffenstedt, Assistant City
Manager; and Jeremy Laurentowski, Parks and Recreation Director. Ms.
Krumbein left the meeting at 6:24 p.m.
The Council reconvened into open session at 6:30 p.m. Mr. Kueny stated one
case under Item 7.B. and also Item 7.D.on the agenda were discussed and there
was no action to report.

9. ADJOURNMENT:
