5. PUBLIC COMMENT:
All writings and documents provided to the majority of the City Council regarding all open-session agenda items are
available for public inspection at the City Hall public counter located at 799 Moorpark Avenue during regular business
hours. The agenda packet for all City Council meetings is available on the City's website at www.moorparkca.gov.
Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a
Public Hearing or a Presentation/Action/Discussion item.Speakers who wish to address the Council concerning a Public
Hearing dr Presentations/Action/Discussion item must do so during the Public Hearing or Presentations/Action/
Discussion portion of the Agenda for that item.Speaker cards must be received by the City Clerk for Public Comment prior
to the beginning of the Public Comments portion of the meeting; for a Presentation/Action/Discussion item, prior to the
Mayor's call for speaker cards for each Presentation/Action/Discussion agenda item;and for a Public Hearing item,prior to
the opening of each Public Hearing,or beginning of public testimony for a continued hearing.A limitation of three minutes
shall be imposed upon each Public Comment and Presentation/Action/Discussion item speaker. A limitation of three to
five minutes shall be imposed upon each Public Hearing item speaker.Written Statement Cards may be submitted in lieu
of speaking orally for open Public Hearings and Presentation/Action/Discussion items. Any questions concerning any

A. Consider Presentation of Annual Report from Kelly Brown, Interim Director
of 2-1-1 Ventura County.
B. Consider Providing Comments on Possible Unmet Transit Needs to the
Ventura County Transportation Commission and Receive Report on
Unmet Transit Needs Findings and Goals. Staff Recommendation:
Provide comments and direct staff to forward them to VCTC, prior to the
end of the public comment period. (Staff: Shaun Kroes)
C. Consider Status Report on Mission Statement, Priorities, Goals and
Objectives for Fiscal Year 2015/2016 and Fiscal Year 2016/2017. Staff
Recommendation: Direct staff as deemed appropriate. (Staff: Steven

A. Consider Minutes of Special City Council Meeting of January 11, 2017.
Staff Recommendation: Approve the minutes.
B. Consider Warrant Register for Fiscal Year 2016/17 — February 1, 2017.
Staff Recommendation: Approve the warrant register.
C. Consider Amendment No. 3 to Agreement with Phoenix Civil Engineering,
Inc. for Metrolink Station North Parking Lot Expansion Design. Staff
Recommendation: Authorize the City Manager to sign Amendment No. 3 to
the Agreement with Phoenix Civil Engineering, Inc. for Storm Water Pollution
Prevention Plan preparation services, in an amount not to exceed
$5,020.00, for a total Agreement amount not to exceed $100,648.00, subject
to final language approval of the City Manager. (Staff: Shaun Kroes)

D. Consider Resolution Amending the Fiscal Year 2016/2017 Budget and
Authorizing the Transfer of General Fund Money to Cover Fiscal Year
2015/2016 Year-End Deficits in Certain Funds for the City's Landscaping
and Lighting Assessment Districts. Staff Recommendation: Adopt

E. Consider Resolutions to Initiate Proceedings Related to the Citywide
Landscape and Lighting Maintenance Assessment Districts and the Parks
and Recreation Maintenance Improvement District for Fiscal Year

F. Consider Adopting Revised Policy 2.6, Policy Against Harassment,
Discrimination, and Retaliation. Staff Recommendation: Approve revised
Policy 2.6 and direct staff to incorporate the revised policy into the next
comprehensive update of the City Council Policies Resolution. (Staff:

G. Consider Authorization for Recordation of the Notice of Completion for
Retaining Wall Project at Arroyo Vista Community Park and Release of
Bonds in Accordance with the Contract. Staff Recommendation:
Authorize the City Clerk to file the Notice of Completion, and release the
project bonds as outlined in the agenda report. (Staff: Jeremy
