Prepared by: Shaun Kroes, Program Manager DATE: February 3, 2017 (CC Meeting of 02/15/17) SUBJECT: Consider Resolution Rescinding Resolution No. 2008-2766, Removing Overnight Parking Restrictions on Honeybrook Court BACKGROUND/ DISCUSSION On March 19, 2008, City Council approved Resolution No. 2008-2696 (Attachment 1), which established "No parking -2:00 a.m. to 6:00 a.m" in the following locations: 1. On both sides of Honeybrook Court, between Alderbrook Street and Cedar Spring Street; and 2. On the south side of Rivergrove Street,between Alderbrook Street and Mountain Meadow Drive. The parking restrictions were originally approved in response to a request from the Quailridge II Homeowners Association (HOA). The City Council later rescinded location 2 with Resolution No. 2008-2766 on November 5, 2008 (Attachment 2), removing the no parking restriction on Rivergrove Street. It had been determined that location 2 was part of a separate HOA (Quailridge I), which had not requested the parking restriction. On January 17, 2017, City staff received a request from the Quailridge II HOA that the parking restriction for both sides of Honeybrook Court, between Alderbrook Street and Cedar Spring Street, be removed (Attachment 3). It should be noted that although the letter references.the restricted hours of "2:00 a.m. — 4:00 a.m." the correct restricted hours per Resolution No. 2008-2766 are "2:00 a.m. — 6:00 a.m." Staff concurs with the request. 103 Honorable City Council February 15, 2017 Page 2 FISCAL IMPACT None. Resolution No. 2017- 104 Attachment 1 RESOLUTION NO. 2008-2696 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, ESTABLISHING PARKING RESTRICTIONS ON HONEYBROOK COURT AND RIVERGROVE STREET WHEREAS, Section 22507 of the California Vehicle Code (CVC) authorizes a local agency to establish parking restrictions, including the establishment of preferential parking zones, on any street within its jurisdiction; and WHEREAS, the City Council has determined that it is necessary to establish certain parking restrictions on Honeybrook Court, west of Alderbrook Street, and on Rivergrove Street, between Alderbrook Street and Mountain Meadow Drive, in order to discourage overnight storage of vehicles. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A "NO PARKING — 2:00 A.M. TO 6:00 A.M." zone is hereby established at the following locations: • on both sides of Honeybrook Court, between Alderbrook Street and Cedar Spring Street; and • on the south side of Rivergrove Street, between Alderbrook Street and Mountain Meadow Drive, as generally depicted on Exhibit "A" attached hereto and made a part hereof. SECTION 2. The City Manager is hereby directed to provide for the placement of signs or markings giving notice of the revised parking restrictions provided for herein. SECTION 3. The situation has now changed and the tractor trailer is no longer parking there. What has evolved over time is that many of the homeowners on Alderbrook(cul-de-sac)have children that are now of driving age and need to park somewhere. There have been several altercations about parking on Alderbrook,one was physical and the • police were engaged,and we doubt that this will be ameliorated if left without assistance from the City. Therefore we respectfully request that the no parking signs be removed to ease parking on Alderbrook. We are enclosing a letter from a homeowner who lives on Alderbrook requesting some assistance. I would like to propose that the board works with the city to remove the restriction of overnight parking on the section of Honeybrook between Cedar Spring and Alderbrook. Several years ago there was a contractor in the neighborhood who parkedhis truck and attached trailer in tesectionofHonevbuookeachnVght. /fternmnen)uscomp|aintstheboardhadthebtyinstaUtho 'no parking 2-4AM"signs. At the time this was less of a problem as there were less residents with oung drivers with extra cars in neighbor. Times have changed and the residents in this area desperately need more space to park.
