MINUTES OF THE CITY COUNCIL AND _v, lba .SUCCESSOR AGENCY OF THE REDEVELOPMENT AGENCY OF THE CITY OF MOORPARK Moorpark, California February 1, 2017 A Regular Meeting of the City Council of the City of Moorpark and the Successor Agency was held on February 1, 2017, in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. All items listed are heard and acted upon by the City Council unless otherwise noted. 1. CALL TO ORDER: Mayor Parvin called the meeting to order at 6:34 p.m. 2. PLEDGE OF ALLEGIANCE: Boy Scout Troop 698 led the Pledge of Allegiance. 3. ROLL CALL: Present: Councilmembers Mikos, Pollock, Simons, Van Dam, and Mayor Parvin. Staff Present: Steven Kueny, City Manager; Deborah Traffenstedt, Assistant City Manager; Ron Ahlers, Finance Director; David Bobardt, Community Development Director; Jeremy Laurentowski, Parks and Recreation Director; Sean Corrigan, City Engineer/Public Works Department; Shaun Kroes, Program Manager; Captain John Reilly, Sheriffs Department; and Maureen Benson, City Clerk. 4. PROCLAMATIONS AND COMMENDATIONS: A. Introduction of New Division Chief, Chad Cook, Ventura County Fire Protection District Division 1. Mayor Parvin introduced new Division Chief, Chad Cook, Ventura County Fire Protection District Division 1. 5. PUBLIC COMMENT: Orly Hasedim from Universal Devices explained her company's partnership with Southern California Edison, which is requesting volunteer households to participate in the installation of an automation and energy management system to optimize energy usage. 264 Minutes of the City Council/Successor Agency Moorpark, California Page 2 February 1, 2017 6. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 7. ANNOUNCEMENTS, FUTURE AGENDA ITEMS, AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY COUNCILMEMBERS AND MAYOR: Councilmember Mikos reported, just prior to the start of January 23 meeting of the Advisory Committee she serves on at the Santa Monica Mountain Conservancy, Joseph Edmiston, Executive Director for SMMC, signed the Joint Powers Agreement between the SMMC and the City creating the Moorpark Watershed, Parks, Recreation, and Conservation Authority. Councilmember Mikos reported on January 28 she attended the Ventura County Women's Political Caucus'Annual meeting where California State Controller, Betty Yee was the guest speaker. Councilmember Mikos reported on January 29, she, along with Councilmember Pollock, attended recognition in Camarillo for the SOAR organization volunteers from all over the County. Councilmember Mikos reported she attended the January 19, annual meeting of the Economic Development Collaborative of Ventura County where the topic was introduction of the water trading market in Ventura County. Councilmember Mikos reported on having attended the January 28 Chamber of Commerce Installation Dinner at the Moorpark County Club along with other members of the Council. Councilmember Van Dam reported he attended the Cub Scout Council Meeting at the Church of Jesus Christ of Latter Day Saints this past week. Councilmember Pollock went to Sacramento on January 27 to participate in the League of California Cities Environmental Quality Committee for a planning session resulting in his now serving on the CEQA reform sub-committee. Councilmember Pollock read into the record, a letter received from Ventura County Sheriff Dean in response to public speakers from the Council meeting of January 18 who spoke about Moorpark becoming a sanctuary city. The City of Moorpark contracts with the Ventura County Sheriff's Department for police services in Moorpark. Sheriff Dean stated the department does not actively enforce federal immigration law. 265 Minutes of the City Council/Successor Agency Moorpark, California Page 3 February 1, 2017 Mayor Parvin announced a free income tax filing service through a partnership with the Franchise Tax Board and Internal Revenue Service and provided information about Earned Income Tax Credit. Mayor Parvin announced registration is open at Arroyo Vista Recreation Center for the 8th annual "Moorpark Has Talent" auditions. Mayor Parvin announced the Ventura County Community College District is sponsoring a "Cash for College" event at Moorpark College on February 11 with information on financial aid will be available. Mayor Parvin reported she attended an Oversight Board to the Successor Agency of the Redevelopment Agency of the City of Moorpark meeting on January 17. Mayor Parvin reported she attended the Annual Installation Dinner for the Chamber of-Commerce held at the Moorpark Country Club. Mayor Parvin reported she attended a Government Relations meeting where the Fire Chief, Police Chief, and several college students were in attendance. Mayor Parvin reported she had participated in the Community Build a Pool Conference held at Arroyo Vista Community Park. 8. PUBLIC HEARINGS: None. 9. PRESENTATION/ACTION/DISCUSSION: CONSENSUS: It was the unanimous consensus of the Council to postpone hearing Item 9.A. as the presenter had not arrived yet. B. Consider Providing Comments on Possible Unmet Transit Needs to the Ventura County Transportation Commission and Receive Report on Unmet Transit Needs Findings and Goals. Staff Recommendation: Provide comments and direct staff to forward them to VCTC, prior to the end of the public comment period. Mr. Kroes gave the staff report. Gary Mussell, a resident from the Villa Del Arroyo trailer park spoke about the need for a bus route to their community. CONSENSUS: It was the unanimous consensus of the Council to direct staff to forward comments on possible unmet transit needs to the Ventura County 266 Minutes of the City Council/Successor Agency Moorpark, California Page 4 February 1, 2017 Transportation Commission by the end of the public comment period prior to 5:00 p.m. on February 13, 2017. AT THIS POINT in the meeting Item 9.A. was heard. 9. A. Consider Presentation of Annual Report from Kelly Brown, Interim Director of 2-1-1 Ventura County. Eric Sternad, Executive Director of Interface Children and Family Services, gave the annual report on 2-1-1 in Ventura County. 9. C. Consider Status Report on Mission Statement, Priorities, Goals and Obiectives for Fiscal Year 2015/2016 and Fiscal Year 2016/2017. Staff Recommendation: Direct staff as deemed appropriate Mr. Kueny gave the staff report. A discussion among the Councilmembers and staff focused on: 1) Updates on the Princeton Avenue project including signal synchronization and eastbound and westbound State Route 118 freeway ramps at Collins Drive; 2) Importance of making Caltrans aware of Moorpark College traffic causing impacts to the SR 118 freeway; 3) Clarification of status of the grading of Alternate SR 23 and North Hills Parkway versus accepting cash in-lieu, and the trail linkage between the City and Happy Camp Canyon Regional Park; 4) Status of the realignment of intersections of Poindexter Avenue / First Street at Moorpark Avenue; 5) Status of second access to south Metrolink parking lot; 6) Reconsider City providing water and wastewater services: 7) Delay of the City Capital Improvement Program document; 8) Status of ADA compliant pedestrian access and bust stop relocation at City Community Center; 9) Justification for deleting the electronic message signs, and feasibility of the conversion of a portion of Police Services Center to public parking; 10) Scheduling of further emergency response exercises; 11) Consider deadline for County funding, using the Sustainability Agreement, for sound wall on south side of Los Angeles Avenue between Buttercreek Road and Maureen Lane; 12) Clarifying the date for the next public arts project on High Street near the rail station; 13) Status of the public art project at the Police Service Center; 14) Schedule for grand opening for Arroyo Vista Community Park trail; 15) Clarification of City land located near Regal Park needed for affordable housing and not available for a community garden; 16) Move the development plan to update traffic signal hardware and software from Potential Objective to Goals; 17) Revisit the subject of prohibition of rodenticides; 18) Evaluate how the cities of Simi Valley and Camarillo have formed their Library Boards and consider revisions to the State Education Code; 19) Clarification of how the various Plan updates will unfold, with the Land Use Element Update first, followed by Circulation 267 Minutes of the City Council/Successor Agency Moorpark, California Page 5 February 1, 2017 Element and then the Oscar Element, which will include all the trail connections; 20) Consider adding a Goal to explore low cost, high speed broadband capability, which is needed for economic development; 21) Update on replacement of City entry sign at Tierra Rejada; 22) Status on right-of-way acquisition for maintenance at Spring Road widening project; 23) Deadline on purchasing street lights from Southern California Edison; 24) Clarification of installation of ADA compliant sidewalk design at Collins Drive; 25) Addition of an animal holding shelter at the Public Services Yard facilitating quicker return of Moorpark pets; and 26) Status of the Buttercreek Estates retaining wall. There were no speakers. CONSENSUS: It was the unanimous consensus of the Council to receive and file the report. 10. CONSENT CALENDAR: (ROLL CALL VOTE REQUIRED) MOTION: Mayor Parvin moved and Councilmember Pollock seconded a motion to approve the Consent Calendar. The motion carried by unanimous roll call vote. A. Consider Minutes of Special City Council Meeting of January 11, 2017. Staff Recommendation: Approve the minutes. B. Consider Warrant Register for Fiscal Year 2016/17 — February 1, 2017. Staff Recommendation: Approve the warrant register. C. Consider Amendment No. 3 to Agreement with Phoenix Civil Engineering, Inc. for Metrolink Station North Parking Lot Expansion Design. Staff Recommendation: Authorize the City Manager to sign Amendment No. 3 to the Agreement with Phoenix Civil Engineering, Inc. for Storm Water Pollution Prevention Plan preparation services, in an amount not to exceed $5,020.00, for a total Agreement amount not to exceed $100,648.00, subject to final language approval of the City Manager. D. Consider Resolution Amending the Fiscal Year 2016/2017 Budget and Authorizing the Transfer of General Fund Money to Cover Fiscal Year 2015/2016 Year-End Deficits in Certain Funds for the City's Landscaping and Lighting Assessment Districts. Staff Recommendation: Adopt Resolution No. 2017-3574. ROLL CALL VOTE E. Consider Resolutions to Initiate Proceedings Related to the Citywide Landscape and Lighting Maintenance Assessment Districts and the Parks and Recreation Maintenance Improvement District for Fiscal Year 2017/2018. Staff Recommendation: Staff Recommendation: Adopt Resolution Nos. 2017-3575 and 2017-3576. Consider Adopting Revised Policy 2.6, Policy Against Harassment, Discrimination, and Retaliation. Staff Recommendation: Approve revised Policy 2.6 and direct staff to incorporate the revised policy into the next comprehensive update of the City Council Policies Resolution. G. Consider Authorization for Recordation of the Notice of Completion for Retaining Wall Project at Arroyo Vista Community Park and Release of Bonds in Accordance with the Contract. Staff Recommendation: Authorize the City Clerk to file the Notice of Completion, and release the project bonds as outlined in the agenda report. 11. ORDINANCES: (ROLL CALL VOTE REQUIRED) None. 12. CLOSED SESSION: None was held. 13. ADJOURNMENT: MOTION: Mayor Parvin moved and Councilmember Van Dam seconded a motion to adjourn. The motion carried by unanimous voice vote.
