Back-Up Generator: Install a back-up generator for AVRC and sewer lift station. (Objective I V.8.5) 2. HVAC Replacement: Replace four HVAC systems and duct work. 3. Kitchen Remodel: Design plans and implement kitchen renovation. 4. Facility Expansion: Develop design plans and implement improvements to Arroyo Vista Recreation Center, including office expansion. Recreational Trail: Project includes installation of a pedestrian path, bike trail and improved parking along the access road, connecting to a 1 mile loop trail with 4 exercise stations around the perimeter of the park that will provide ADA access to the softball fields and the east side concession area. Access Road Improvements: Install speed bumps along access road from corner at Countrywood to AVRC, including parking lots. 4 4. Provide alternative to horse crossing bars at the entrance to all multi-use trails or remove. 8 ITEM 7.A MINUTES OF THE PARKS AND RECREATION COMMISSION ( Moorpark, California February 6, 2017 A Regular Meeting of the Parks and Recreation Commission of the City of Moorpark was held on February 6, 2017, in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Jeremy Laurentowski called the meeting to order at 6:32 p.m. The City Clerk administered the Oath of Office to the newly appointed Commission. 2. PLEDGE OF ALLEGIANCE: George Estrella led the Pledge of Allegiance. 3. ROLL CALL: Present: Commissioners George Estrella, Steve Morgan, Jesse Norwalt, Thomas Pflaumer, and Sandra Thompson. Staff Present: Parks and Recreation Director Jeremy Laurentowski and Administrative Assistant Patty Anderson. 4. SPECIAL AGENDA ITEMS: A. Consider Nomination and Selection of Chair and Vice Chair. MOTION: Commissioner Thompson moved and Commissioner Estrella seconded a motion to appoint Commissioner Morgan as Chair. The motion was carried by unanimous voice vote. MOTION: Chair Morgan moved and Commissioner Norwalt seconded a motion to appoint Commissioner Pflaumer as Vice Chair. The motion was carried by unanimous voice vote. B. Review of the California Public Meeting Law (attachment: The Brown Act). Jeremy Laurentowski gave a brief overview of The Brown Act. 5. ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS: Commissioner Pflaumer welcomed the two new Commissioners Estrella and Norwalt. Commissioner Thompson congratulated the newly appointed Chair and Vice Chair. She also thanked all the volunteers who have participated in City events. Commissioner Thompson stated that she would like a status report on the construction of the Pickle Ball courts as a future agenda item. Both Commissioners Norwalt and Estrella thanked the City Council for their appointments to the Parks and Recreation Commission. Chair Morgan announced the upcoming Moorpark Has Talent event sometime in April. Commissioner Pflaumer announced the upcoming 2017 CPRS Conference taking place in Sacramento, from February 28 through March 3. 8. PRESENTATION/ACTION/DISCUSSION: A. Review Current Goals and Objectives for Fiscal Years 2015/16 and 2016/17. Staff Recommendation: Review and discuss current Parks and Recreation Objectives. Jeremy Laurentowski gave staffs report and reviewed with the Commission the current Parks and Recreation objectives. The Commission and staff discussed the progress on both the Arroyo Vista Community Park's trail project and the multi-purpose court. They also discussed the status of the proposed ball wall at Mountain Meadows Park and the Pickle Ball courts at Tierra Rejada Park. B. Breakfast With Santa Event Report. Staff Recommendation: Receive and file report. Jeremy gave staffs report. He also stated that staff very much appreciates 10 P&R Commission Meeting February 6, 2017 Page 3 when the Commissioners participate with City events. The Commission and staff discussed revenue, attendance, and fees. MOTION: Commissioner Thompson moved and Commissioner Norwalt seconded a motion to receive and file the report. The motion was carried by unanimous voice vote. C. Schedule 2017 Spring Park Tour. Staff Recommendation: Select a date and time for a 2017 Spring Park Tour and provide recommendation to staff on parks to be toured. The Commission and staff scheduled the Spring Park Tour for Saturday, March 18, 2017, to begin at 10:00 a.m. The parks to be toured are Arroyo Vista Community Park, Country Trail Park, the 80 acre parcel, Campus Park, College View Park, and Campus Canyon Park. 9. CONSENT CALENDAR: A. Approval of Minutes for the Parks and Recreation Commission Regular Meeting of December 5, 2016. Staff Recommendation: Approve as presented. The time was 7:19 p.m. APPROVED: Respectfully submitted: CHAIR STEVE MORGAN Patty Anderson, Administrative Assistant II 11 ITEM 7.B CITY OF MOORPARK PARKS AND RECREATION COMMISSION AGENDA REPORT TO: Parks and Recreation Commission FROM: Jeremy Laurentowski, Parks & Recreation Director PREPARED BY: Jason La Riva, Landscape and Parks Superintendent DATE: March 8, 2017 (Meeting of March 18, 2017) SUBJECT: Parks Quarterly Report for October, November, December 2016 • Widening Access Road at Arroyo Vista Community Park (AVCP) to Accommodate Bike Lanes/Paths and Sidewalks (Objective VII.A.26) and Formal Walking Path at Arroyo Vista Community Park (Objective VII.A.20): The trail project got underway at AVCP on October 10. As the project has progressed, staff has identified certain areas of the project that either needed to be redesigned due to field conditions or were changed to ensure a better project and provide some cost savings. There have been some unforeseen circumstances such as the need to relocate a 6" irrigation and 2' potable water line that have added cost to the project and offset the savings. There have also been some delays due to rainy weather. Overall, these changes have caused the project to start off slowly. The project completion date is April 4, 2017. © Arroyo Vista Community Park (AVCP) Retaining Wall: The retaining wall project at Arroyo Vista Community Park (AVCP) is completed. The Notice of Completion will be recorded in February. The project removed a significant amount of plant material from the hillside. Jute netting and straw wattle have been placed on the bare slope to reduce erosion and help expedite compaction of the disturbed soil. Staff is preparing plans to install plant material and irrigation, which will further reduce erosion and improve aesthetic value. O Parks Tree Trimming and Arbor Care: Tree trimming began in various parks in early September. All park sites were completed December 1. © Moorpark Apricot Groves: Parks staff re-established Moorpark Apricot Groves at Poindexter and Arroyo Vista Community Parks. Some of the mature Apricot 12 Parks Quarterly Report Page 2 trees succumbed to environmental conditions (drought), boring beetle infestations, or have reached the end of their natural life cycle. Improvements to the groves include new "drip" irrigation, tree stakes, and mulch groundcover to retain soil moisture. Poindexter Park was completed on October 21 and now has 11 new Apricot trees on the west side of the picnic pavilion. Arroyo Vista Community Park was finished on December 7 and now has 15 trees total. All new plantings are the true "Moorpark" variety. o California Native Wildflowers at Country Trail Park: As part of the water conservation measures employed by the City during winter/spring 2016, approximately 100,000 square feet of turf grass was removed and the area was hydro-seeded with California Native Wildflowers. The planting area displayed a vibrant show of native flowers from late spring to late summer. Recent rains and warm temperatures have induced more "off-season" germination. While approximately 75% of the area currently remains dormant, we are realizing a healthy stand of wildflowers that will return sometime in April/May 2017. Staff will proactively monitor the site to reduce the potential of weed seed germination and prepare for more introductions of wildflower mixes. Additionally, California native shrubs and grasses will be introduced to further compliment the site. o Mulch: City staff will be incrementally adding mulch to all bare dirt planter areas and currently mulched areas over the remainder of the winter. Mulch applications will help to reduce weed seed germination in spring, improve soil water holding capacity, condition soils, and provide aesthetic value to our landscapes. All mulch will be supplied by our own tree trimming spoils at no additional cost to the City. O Sport Courts: Staff is preparing informal bid solicitations for Pickleball courts at Tierra Rejada Park and multipurpose court installation at Arroyo Vista Community Park. Bid responses are expected in May 2017 and project start estimated for summer 2017. O Winter Readiness: In anticipation of winter storm activity and inclement weather, Parks staff began preparations in early November to ensure operational readiness. Staff re-stocked sand bags, straw wattle, plastic sheeting, and inspected de-watering equipment for proper operation. All trucks, light duty and heavy equipment were inspected, tires replaced as needed, and "dry run" to identify and repair any issues. STAFF RECOMMENDATION Receive and file report. 2 13
