SUBJECT: Summary of Areas of Contribution
BACKGROUND INFORMATIOF'
An area of contribution ( A. O'.C. ) is a geographic area that
is defined in order to collect fees from future development
within the area. The collected fees are used to finance
construction of improvements on the arterial street system
within the area to accomodate transportation needs resulting
from the development.
Three areas of .contribution have been defined in Moorpark
and each will be discussed separately. These three areas
are:
1 . Los Angeles Avenue
2. Moorpark Road and Tierra Re,jada Road
3 . Gabbert Road and Casey Road

1. Los Angeles Avenue
This area is shown in Exhibit "A" and is approximately
10 square miles in size. The main route to be improved
( although other projects may be undertaken with A.O.C.
funds) is State Route 118, known as Los Angeles Avenue.
The basic improvements will be referred to as the
"Core", and will consist of four twelve foot lanes and
a fourteen foot paved median . Improvements outside the
core area required to bring the road into compliance
with the County Standard Plate B-2 ( see Exhibit "B")
will be provided by adjacent development without A.O.C.
credit. A cost summary of the various improvements is
as follows:

approximately $ 1,700,000 in this fund .
2. Moorpark Road and Tierra Rejada Road
This area is shown in Exhibit "C" and is approximately
4 square miles in size. The improvements consist of
two bridges, several traffic signal projects, and
medians, as follows:

The current fees are $ 1, 200 per dwelling unit for
residential development and $ 3 , 800 per acre for
industrial or commercial development. There is
approximately $ 869,000 in this fund.
3 . Gabbert Road and Casey Road
This area is shown in Exhibit "D" and is approximately
3 .6 square miles in size. The improvements consist of
those necessary to 1 ) raise Casey Road to a residential
collector standard and 2) reconstruct and widen Gabbert
Road to a full two lane road with shoulders and
drainage facilities.
The estimated improvement costs total $ 300,000, for
which the current fees are $ 1,200 per dwelling unit
for residential development and $ 3 , 800 per acre for
industrial or commercial development. There is
approximately $ 30,000 in this fund .
It is not uncommon for a developer to request the City to
grant a credit towards his A. O.C. fee. Such a credit may be
granted if the developer agrees to construct improvements
within the core area that would otherwise be constructed
with A.O.C. fees. This would benefit the developer by
complementing his own development, and would benefit the
City by minimizing inconvenience to the public.
The A. O.C. fee rates are periodically re-evaluated to
determine if adjustments are in order to compensate for
inflation . The Engineering News Record Highway Bid Price
Index ( see Exhibit "E") , a nationally recognized indicator
of changes in highway construction cost, is used for this
purpose. Based on the index, it is recommended that the fee
rates remain at current levels at this time, with
re-evaluations occurring annually, or more often if the
economic indicators so dictate.

is necessary.
