SUBJECT: Consider Planning Commission Recommendation Concerning
the Alternative Architectural Themes for a Proposed
Retail /Commercial Center Including Target and Kohl
Department Stores at the Southwest Quadrant of New Los
Angeles Avenue and Highway 23
BACKGROUND
Zelman Retail Partners, Inc. has filed a Commercial Planned
Development application (CPD- 2001 -01) proposing development of a
retail shopping center with approximately 342,592 square feet
within the Carlsberg Specific Plan commercial property located
on the south side of New Los Angeles Avenue between Highway 23
and Miller Parkway. At their July 23, 2001, meeting, the
Planning Commission, following applicants' presentation of
various architectural themes for this proposed center, discussed
the alternatives presented and by consensus recommended a
Spanish Revival theme.
The developer has represented that this is a time - sensitive
project because Target and Kohl's only open stores at two (2)
times during the year. If processing deadlines are not achieved,
it could push the store opening back a year or more. To assist
and to allow the timely preparation of architectural renderings
for consideration at the time the Commercial Planned Development
(CPD) is reviewed by the Planning Commission and City Council,
staff is presenting these in advance of the City's usual
practice, which could save several months in the event the
project is approved.

DISCUSSION
The proposed center will be developed at one of the major
gateways to the city. The center is proposed to include Target
and Kohl's Department Stores as major anchors. Numerous retail
shops will also be incorporated along with peripheral pad
buildings, which are proposed to include drive - through and sit -
down restaurants and a gas station.
At the July 23, 2001, Planning Commission meeting, the developer
delivered a Power Point visual presentation along with a bound
booklet (attached) showing four (4) alternative architectural
styles, including:
• Prairie and Craftsman
• Spanish Colonial Revival and Mission Style
• Spanish Revival
• Contemporary Neoclassic Eclectic Mix
Following a brief discussion by the Planning Commission, three
of the four members present indicated that the Spanish Revival
architectural style seemed most consistent with the
architectural style that currently dominates the Los Angeles
Avenue corridor and is reflective of this region's heritage. The
Planning Commission also commented that the Spanish Revival
architectural style is reflective of recent history concerning
the architectural theme proposed for the Mountain Meadows Plaza,
which was widely supported at the time, but not selected.
The Power Point presentation was a duplicate of the visuals
found in the attached booklet. The illustrations that have been
offered represent the architect's interpretation of an
architectural style taken from source images. The source images
that are shown represent the architectural style or theme or
elements, which form part of the imagery of the styles reviewed
by the Planning Commission. Some of the images are actual
constructed retail centers; however, many are not. There may be
merit in actual site visits to several commercial centers that
represent preferred architectural themes, or alternatively
through the presentation of a more complete pictorial evaluation
prior to City Council decision on this issue. The applicant's
architect has prepared more focused exhibits, emphasizing the
Spanish Revival theme, for presentation to the City Council on
August 1, 2001. This approach has been taken to enhance the

understanding by the City Council of the architectural style
recommended by the Planning Commission. Additionally, modified
booklets with this emphasis will be provided to the City Council
at the meeting on August 1.
STAFF RECOMMENDATION
1. Consider and discuss the presentation by applicant and
recommendation from the Planning Commission;
2. Direct staff as deemed appropriate.
