SUBJECT: Status of the City's Year 2000 Preparedness
The City is finalizing its preparedness for the date change
from December 31, 1999, to January 1, 2000. As previously
reported, the City's electronic systems have been tested
and are in compliance with Year 2000 standards.
A year 2000 Preparedness Itinerary has been drafted for
December through mid January. Between December 1 and
December 10, a Year 2000 hot -line to operate in the EOC
during December 31, and January 1, 2000, will be finalized
with Pacific Bell. On December 7, 1999, the EOC will be
set -up and a two -hour test run will be conducted to
familiarize staff with the environment, and to test all
communication systems. Between December 10, and December
24, the City's public outreach program will be implemented
to include press releases, and notices in the City's
homepage and character generator. That week will also
provide time to mitigate any concerns identified during the
testing of the EOC on December 7. The week of December 24
to January 1, will include finalizing protocols for call -
out of City staff, briefing the staff member assigned to
the EOC the evening of December 31, and finalizing
communication strategies in the event there is a need to
activate the EOC. The week of January 2 to January 10, is
currently set -aside for evaluation purposes, assuming that
this first week of the year passes without ongoing
concerns.
Staff has received information from the County Fire
Protection District and the Radio Amateur Civil Emergency
Service ( "RACES "). The Moorpark RACES is developing a

staffing plan and call -out list for New Year's and New
Year's day, in case they are needed. The Fire Protection
District has provided a detailed Operational Plan for the
months of October and November and will be finalizing plans
for December and January within the next few weeks. The
Operational Plan includes intensified staffing and supply
inventories. They are also conducting an inventory of
hazardous materials and storage facilities within the
County.
