Gilbert, Director of Public Works March 25, 1999 (Council Meeting 4- 21 -99) Resolution No. 99- Establishing Certain Parking Restrictions on Christian Barrett Drive at Trailcrest Drive A. Off -Site Parking at Peach Hill Elementary School Christian Barrett Drive is used for parking by the faculty and staff at Peach Hill Elementary School. It is also used for parking, loading and unloading by the parents of students attending that school. B. Visibility for Trailcrest Traffic In response to concerns raised by a local resident, staff investigated the alleged problems caused by the above mentioned parked cars. It was determined that the visibility of northbound traffic at the intersection of Christian Barrett Drive and Trailcrest Drive, is impaired by cars parked on the south side of Christian Barrett Drive. This is of particular concern due to the curve and hill to the east and the tendency for drivers to exceed the speed limit on this collector street. If adopted, the attached resolution would prohibit parking on the south side of Christian Barrett Drive immediately east and west of Trailcrest Drive. C. Pedestrians Residents in the area, as well as administrators at Peach Hill Elementary School are also concerned about pedestrian traffic crossing the street at the subject intersection. Interest was expressed about the installation of STOP signs, painted crosswalks, flashing warning signals or other traffic control measures aimed at decreasing speed and /or protecting Prk CB trailcrest fR, Christian Barrett Drive and Trailcrest Drive March 25, 1999 Page 2 pedestrians. Staff has informed those most interested that it is unlikely that the subject intersection would meet warrants for the installation of a three -way STOP at the subject intersection. Information was also shared regarding the safety problems associated with painted crosswalks. It is possible that these concerns may be brought forward to the City more formally in the form of a petition. D. Summary Regardless of the outcome of future discussions regarding added measures (if any) to improve pedestrian safety, it is the view of staff that the visibility problem described above should be addressed. Adoption of the attached resolution will improve visibility at this intersection. RECOMMENDED ACTION Staff recommends establishing "No Drive immediately Prk CB Trailcrest that the City Council adopt Resolution No. 99- Stopping Anytime" zones on Christian Barrett east and west of Trailcrest Drive. RESOLUTION NO. 99 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, ESTABLISHING NO STOPPING ANYTIME ZONES ON CHRISTIAN BARRETT DRIVE EAST AND WEST OF TRAILCREST DRIVE WHEREAS, pursuant to Section 22507 of the California Vehicle Code, the City Council may establish parking restrictions on any local street; and WHEREAS, the City Council has determined that the establishment of certain parking restrictions, as described herein, will improve traffic safety. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. That NO STOPPING ANYTIME zones be established on the south side of Christian Barrett Drive, as illustrated on Exhibit 'A' attached hereto and described as follows: • From the Beginning Curve Return (BCR) just east of Trailcrest Drive to a point one hundred feet (1001) east of said BCR; and • From the BCR just west of Trailcrest Drive to a point one hundred feet (1001) west of said BCR. SECTION 2. That the City Manager is hereby directed to have placed and maintained the appropriate signs and /or curb markings giving notice of these parking restrictions and regulations. SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
