AGENDA REPORT ]By: CITY OF MOORPARK The Honorable City Council 1( Ken Gilbert, Director of Public Works it March 30, 1999 (Council Meeting 4- 21 -99) Acquisition of New Dump Truck The Budget for FY 1998/99 includes funding for a new one -ton dump truck [240.801.0000.000.9904: $23,0001. B. Funding / Use This vehicle is to be totally funded by the Gas Tax fund. The City has in place an accounting system that allows the use of public works vehicles by other departments, to be charged to those departments. Such charges for non - street maintenance purposes, is a requirement of the rules governing the use of gas tax funds. C. Specifications / Bid Documents Attached is a copy of the Bid documents (specifications) for this purchase. D. Bid Alternates In order to provide for flexibility in determining the best overall value and price, the bid documents request prices for a number of options, generally described as follows: 1. Base Bid: A 10,500 GVW one -ton cab /chassis with a 2.5 yd dump bed (this is similar to the dump truck now in service). 2. Alternate 1: A 15,000 GVW one -ton cab /chassis with a 2.5 yd dump bed. dumptruck r,. 0 Dump Truck March 30, 1999 Page 2 3. Alternate 2: A 15,000 GVW one -ton cab /chassis with a 4yd3 dump bed. 4. Alternate 3: This Alternate will allow the City to have the option of purchasing the cab /chassis and dump bed separately, if it is the most cost effective approach. This option requests separate bid prices from interested vendors, for each of the following: • a 10,500 GVW cab /chassis • b 15,000 GVW cab /chassis • c 2.5 yd dump bed • d 4 yd dump bed. E. Larger Cab /Chassis and /or Dump Bed 1. 15,000 Cab /Chassis: The larger truck has a more durable and more powerful drive drain (engine / transmission) and a heavier suspension. It is anticipated that the cost of the larger cab /chassis will be only slightly more than the cost of the smaller cab /chassis. The benefits of the increased durability of the larger cab /chassis may justify the increased cost. 2. 4yd3 Dump Bed: Although both of the trucks described above are rated at one -ton carrying capacity, it is possible to order the larger cab /chassis with a larger dump bed, capable of carrying more volume. The benefits of the increased carrying capacity (volume, not weight) may justify any increased cost. 3. Cost /Benefit: The cost /benefit of the above alternates will be evaluated by staff subsequent to receipt of bids. The recommended selection will be, in part, based on that analysis. F. Back -up Dump Truck It is not proposed that the one -ton dump now in service be "surplused" at this time. It would be the intent of staff that this vehicle be kept as a back -up vehicle to be used by public works when the job requires two trucks, or to be available to be "rented" by the parks department as their needs require. Bids should be submitted on the Bid Form attached. Additional sheets may be attached for the purpose of itemizing or clarifying the bid, but the total bid amount shall be shown on the City Bid Form. 3. The Specifications for the items, which have the appropriate affirmative statement or clarification next to each item, shall become a part of the bid. 4. The total bid price shall be quoted F.O.B. Moorpark (all transportation charges fully prepaid). The bid shall include California sales tax. 5. The deadline for submittal of bids is 3:00 p.m. on Friday, May 21, 1999. 6. All bids shall be sealed and marked "Sealed Bid: One Ton Dump Truck -- DO NOT OPEN WITH REGULAR MAIII ". 7. All bids received shall be firm offers, good for thirty (30) days from the date of the bid opening. 8. In the event a vendor is prepared to offer the City a discount, the amount of the discount should be noted in the "Remarks" section of the Proposal Form. 9. Each bid will be submitted and received with the understanding that the acceptance by the City of Moorpark of the bid to furnish and deliver the items bid shall constitute a contract between the successful bidder and the City which shall bind the successful bidder on his part to furnish and deliver at the price(s) bid and in accordance with the provisions of these Instructions and the Specifications for those items bid. 10. The City reserves the right to accept or reject any and all bids and to award a contract to the bidder who best meets the needs of the City. This may include waiver of minor irregularities or discrepancies, or nonconformity to the specifications. Purchase shall be on a best buy basis after due consideration of all relevant factors, including, but not limited to, workmanship, accessibility of parts and service, known evidence of manufacturer's responsibility and record, durability and known operational record of product, price, delivery time and suitability and conformity to City needs and requirements. However, bidders are advised that the award of the contract shall be based upon several factors including both price and the date of delivery. 12. All "Standard Equipment" shall be considered included in the bid price. The successful bidder shall supply all items advertised as "Standard Equipment" even if such items are not stipulated in the specifications, unless otherwise clearly excepted in the bid. 13. All applicable sales tax shall be included in the bid price. 14. All materials, workmanship and finish entering into the construction of the equipment must be of high quality and must conform to the character of the equipment and the service for which it is intended to be used and shall be produced by use of current manufacturing processes. "Seconds ", factory rejects and substandard goods are not acceptable. 15. The successful bidder shall adhere to the delivery date in the specifications as stipulated or adjusted by the bidder. Failure to meet said delivery date may result in the cancellation of the contract. 16.
