Gilbert, Director of Public Works �C March 31, 1999 (Council Meeting 4- 21 -99) SUBJECT: Consider Approval of the Plans and Specifications for the Tierra Rejada Road Inlet Project and Authorization to Advertise for Receipt of Bids for the Said Work DISCUSSION A. Project Scope During any moderate rain event flooding occurs at the intersection of Tierra Rejada Road and Mountain Meadow Drive, and the intersection of Tierra Rejada Road and Mountain Trail Street. The purpose of this project is to eliminate, or significantly reduce this flooding. This will be accomplished by constructing two modifications to the existing storm drain system, which are shown in Exhibit 1 and generally described as follows: Modification A: Construction of two new catch basins (one on each side of the street) on Mountain Meadow Drive just south of Rivergrove Court. These new catch basins will intercept storm flow which now runs northerly on Mountain Meadow Drive to Tierra Rejada Road, and then to the west. This intercepted storm flow will no longer reach Tierra Rejada Road. It is anticipated that the existing catch basins in and near Tierra Rejada Road will be able to handle the reduced volume. Modification B: Notwithstanding the above comment regarding the anticipated improved capability of the existing drainage systems in and near Tierra Rejada Road, it is proposed that one additional improvement be constructed near the intersection of Tierra Rejada Road and Mountain Trail Street. The subject project includes construction of a new catch basin in the median nose in Tierra Rejada Road just east of Mountain Trail Street. This new catch basin will improve storm water handling capability at this intersection. Tierra Rejada Inlets March 31, 1999 Page 2 B. Fiscal Impact 1. Construction Cost Estimate: The estimated cost of construction is $39,000. 2. Total Project Cost Estimate: The costs are summarized as follows: Element Construction (& Cont.) Budget: The FY 1998/99 Budget for this project is $70,000. C. Schedule It is anticipated that a contract can be awarded in June and that construction will be completed by August. D. Plans and Specifications A copy of the plans and specs have been placed in the City Council office for your review. E. Permit The City Engineering Division is in the process of obtaining an Encroachment Permit from the Ventura County Flood Control District (VCFCD). STAFF RECOMMENDATION Staff recommends that the City Council approve the plans and specifications and authorize staff to advertise for receipt of bids upon receipt of the VCFCD Permit.
