ON 0 1-10()RPARK, CALWORI City of Moorpark AGENDA REPORT The Honorable City Council John Brand, Senior Management Analyst V February 25, 1999 (CC meeting of March 3, 1999) SUBJECT: Consider Resolution No. 99- , amending the Fiscal Year 1998/99 Budget by Allocating Funds to Vector Control Division. SUbff4ARY The Resolution, if approved, would amend the current Fiscal Year budget for the Vector Control Division. The additional funds requested would be transferred from the funds the City received from the dissolution of the Moorpark Mosquito Abatement District. The request for additional funding would pay for unanticipated one- time transition costs and bring certain aspects of the operation up to City standards. Additionally, the Council is asked to consider how best to use available hours in the Vector Control Division. BACKGROUND The City assumed certain assets and responsibilities when the Moorpark Mosquito Abatement District (MMAD) was dissolved in July 1998. The operating budget for the current fiscal year was based on the amount of current year revenue remaining after a negotiated amount was deducted for payment to the County. The premise was to keep operating costs within actual annual tax revenue. The portion of the MMAD cash reserves received by the City was at least in the short term to be operated as a trust fund, with the interest earned on this reserve available for consideration as General Fund revenue or other Council authorized purposes. However, the approved budget did not anticipate certain one -time costs for the City's new Vector Control Division. Other recurring costs became more clearly identifiable only after further review of expenditures, and a few months of operations. 000026 Vector Control Budget CC Meeting of March 3, 1999 Page 2 DISCUSSION Budget Considerations At the time the MMAD was dissolved, the amount of funds expected to be transferred to the City was estimated to be $1,400,000. That estimate may now be conservatively increased by $75,000. If approved, this resolution would allocate an additional $23,332 for Vector Control this year. Council may recall that interest earned by these funds was anticipated and in the current year's revenue. At the time of the transfer of funds in December, interest accrued was $5,000 greater than budgeted. With the exception of the capital request for a new vehicle, it appears that the budget adjustment can be made without decreasing the MMAD principal amount. Exhibit "A" shows the MMAD budget for two years alongside the current City budget and the proposed changes. The budget adjustment request includes an additional $1,355 for uniform allowance. The District did not provide a uniform service, and the City customarily does provide the service for field service personnel. With the proposed adjustment, the operational budget under the City would be 380 less than last year under the Mosquito Abatement District. However, an additional $2,977 is requested for operational expenses. Most of the increase is due to one -time expenses associated with the transition to the City. For example, the closing audit expense was $3,500. Many of the transfers shown are to move costs to an object code (line item) that corresponds more closely to City account categories. Several operational expenses will be reduced under City management. Insurance costs and Board Member expenses are good examples of expenses that are less under City administration. Other operational costs include a higher level of equipment service or preventative maintenance than what was standard under the District. Vehicle maintenance costs are greater due to this difference in operational standards. Funds are requested to include Vector Control into the City of Moorpark's telephone system. A proposed cost increase is to replace an old fax machine. A cost reduction under this proposal is to eliminate the second telephone line used by the fax machine. Staff believes the second line is unnecessary because modern fax machines can be obtained with automatic voice /fax switches, and since the number of telephone calls and fax transmissions is low, a second line is not justified. The $26,000 proposed for Operations & Maintenance is 380 less than the $42,000 approved by MMAD for last fiscal year. Vector Control Budget 00002' Vector Control Budget CC Meeting of March 3, 1999 Page 3 Under capital items, a vehicle is due for replacement. One of the two vehicles has over 77,000 miles and has reached the stage in its service life when it may not be appropriate to use it for off -road and remote area activity. $18,000 is requested for this purpose. The replaced vehicle may be available to supplement other City fleet needs that are less intensive than the Vector Control Division. An additional $1,000 in capital is for radio communications equipment. Time Management Considerations Staff reviewed the operations of the Vector Control Division, and has produced the attached tables to illustrate the time that may be saved because the area now maintained by the City is smaller than the old District boundaries (see Exhibit "B" and Exhibit "C "). MMAD served about 150 vector sources. Approximately 30 sources in the County's unincorporated area were eliminated from the service area when MMAD dissolved. The remaining sources are within the City's boundaries (see Exhibit "D"). There are also about 120 ornamental ponds and fountains (see Exhibit "E "). The City operates differently than the MMAD, resulting in a different degree of administrative supervision, maintenance activities, reporting and review requirements. This requires the allocation of more staff time for administrative activities, such as documenting and reporting activities with greater supervision and review, and making efforts to measure the effectiveness of work performed than was previously done. Vector sources fluctuate. Wetter years produce more activity. Development or land use practices can also affect the degree of Vector Control activity required. In recent years, the acreage treated and amount of larvicide applied increased. From 1993 -1996, MMAD treated an average of 44 acres per year. In 1997, 180 acres were treated. In 1998, 86 acres were treated. The area of a single source is counted each time it gets a treatment. The Arroyo Simi and private property between the Arroyo and the Villa del Arroyo Mobile Home Park significantly increased their mosquito producing potential since 1996. County flood control activity resulted in the creation of increased standing water, and the growth of vegetation. A weir or check dam was constructed and a levee was abandoned, resulting in impeded drainage. Historically, sources were treated repeatedly as necessary, sometimes weekly or several times a week, to reduce the level of mosquito activity. The result was such that while the number of sources decreased, the hours dedicated to the eradication of Vector Control Budget 000028 Vector Control Budget CC Meeting of March 3, 1999 Page 4 vectors did not decrease proportionally. Aside from the current effort to identify other appropriate tasks for Vector Control personnel, staff is developing Procedural Guidelines for surveillance, control and abatement of mosquitoes and vectors. They are expected to include the means to recover extraordinary costs from private and public- agency property owners for Vector Control services. A survey of other mosquito control agencies found that MMAD's former level of service was higher than the standard procedures of other Mosquito and Vector Control agencies. All districts perform surveillance activities to identify vector sources. Most districts provide some control, such as initial treatment to protect the public health, and then they provide educational information to the property owner so the property owner can treat or eliminate the vector source. Abatement action then follows. A few districts provide no treatment at all, but simply begin abatement /enforcement if an initial correction notice does not produce compliance. Only one agency was found that provides unlimited, recurring treatment, and that was in the Mojave Desert, a more arid climate. Taking the changes mentioned above into consideration, staff believes that an appropriate level of service may be provided to the community while also utilizing Vector Control staff for additional duties as time permits. According to the attached tables, about 600 working hours per year may be available for additional assignment. This represents about 200 of the total annual working hours available for two staff persons. The hours available for other assignment may require further refinement. Generally speaking, more time will be available in the winter months, and less time available for other assignments in summer months. From time to time, there have been suggestions regarding the use of Vector Control personnel to assist with other City activities such as parking enforcement, NPDES, and other duties. In an attempt to identify their most appropriate use, staff compared the knowledge, skills, training, and ability required of vector control position versus other personnel. In comparison to parking enforcement positions, it appears that the two classifications may not be as compatible as certain other activities. Rather than assign Vector Control staff to Parking Enforcement, it is staff's recommendation, at this time, that Vector Control staff contribute to increased parking enforcement by assuming some unrelated duties of the Parking Enforcement Officer. Thus allowing more time for the Officer to enforce parking regulations. Vector Control Budget 000029 Vector Control Budget CC Meeting of March 3, 1999 Page 5 Staff identified a number of candidate activities or duties that may merit consideration. Possible duties to be assigned to Vector Control may include: Animal Regulation - lease law enforcement & sanitation Herbicide Application - parks & streetscapes Pesticide Application - parks & facilities NPDES Inspection - National Pollutant Discharge Elimination System, the control of illegal storm water runoff Each of the above activities have some degree of nexus (connection) to Vector Control. Particularly attractive for tasking to Vector Control are NPDES and Herbicide application. Currently the City uses the Parking Enforcement Officer /Crossing Guard Supervisor to perform approximately 40 hours per year of NPDES activity. The County Agency overseeing the Stormwater Management Program seeks to have the City increase its level of NPDES activity considerably, up to what may be as much as 200 hours per year. Vector Control staff could assume this task at the higher level of hours and provide additional parking enforcement by qualified staff. The City annually sprays herbicides to control weeds in the City right -of -ways. Included in this task are curbs, gutters, and un- landscaped areas. Currently Public Works staff does this work, dedicating an estimated 200 hours per year to this task. The application of these pesticides is covered by the training and licensure held and maintained by the Vector Control staff. The City contracts with County Animal Regulation for 8 hours of leash law enforcement each week. It is not possible to receive responsive service from the County to an occasional call about a loose dog or other leash law type situations. With a certain amount of training and equipment, Vector Control staff may be available to respond as needed to these types of calls. Time permitting, Vector Control staff could be utilized to help educate and enforce cleaning up after dogs that are walked in City parks and on sidewalks. Pesticide application involves insect and pest control, such as structural termite control applications, nuisance bees, spiders and roach control. The City spends less than $3,000 per year for these services. Structural application of pesticide requires a special license not carried by Vector Control, and roach, spider and bee calls require tools and equipment the City does not have. Staff believes that it may not be cost effective to assume this task due Vector Control Budget 006030 Vector Control Budget CC Meeting of March 3, 1999 Page 6 to its specialized nature and limited activity. At the direction of the City Manager, Vector Control positions will be used to provide current and future NPDES and herbicide spraying for the Public Works Department. The time cited for tasks mentioned in this report are approximations. Staff continues to monitor and evaluate the time use of the Vector Control positions. As more data is gathered some additional duty assignments or time allocations may be made. RECOD24ENDATION (Roll Call Vote) Adopt Resolution No. 99- , amending the Fiscal Year 1998/99 Budget by allocating an additional $23,332 to the Vector Control Division, and provide direction to staff. 000031 Vector Control Budget RESOLUTION NO. 99- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR 1998/99 BUDGET BY ALLOCATING FUNDS TO THE VECTOR CONTROL DIVISION WHEREAS, on June 17, 1998, the City Council adopted the Budget for Fiscal year 1998/99; and WHEREAS, on July 1, 1998, the City assumed responsibility for Mosquito and Vector control services within the corporate limits of the City; and WHEREAS, on March 3, 1999, staff presented the Council with a report requesting the appropriation of $23,332 from the funds transferred to the City from the former Moorpark Mosquito Abatement district; and WHEREAS, Exhibit "A" hereof describes said budget amendment and its resultant impacts to the budget line items; NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES RESOLVE AS FOLLOWS: Section 1. A budget amendment as more particularly described in Exhibit "A" attached hereto is hereby approved. Section 2.
