TO: The Honorable City Council FROM: Dirk Lovett, Assistant City Engineer DATE: February 19, 1999 (CC meeting of March 3, 1999) SUBJECT: Consider City Street Lighting Standards BACKGROUND At the City Council meeting of February 3, 1999 the Council requested a report regarding the City's standards and policies on streetlights. of particular interest was the status of lighting on Spring Road and Science Drive as it relates to the recent Carlsberg and Marketplace developments. DISCUSSION City Standards Upon incorporation, the City of Moorpark adopted the County of Ventura Public Works Agency Road Standards including roadway lighting standard Plate F -9 revision B, attached. The standard specifies the use of high - pressure sodium vapor lights. Light spacing, height, and brightness are listed for type of streets on which the lights are to be installed. Glare shields and cut off type lenses are not required but may be specified by the Public Works Director when deemed appropriate. Additional lighting may also be required by the Director of Public Works on winding or steep roads. The County lighting standard specifies the use of three brightness levels, defined in lumens, for street light lenses utilized on all of the standard streets. 22,000 lumens (200 watts) is specified for all controlled access and major commercial and industrial streets (i.e. Los Angeles Avenue, Science Drive and Spring Road commercial zones), 16,000 lumens (150 watts) is specified for controlled access residential streets (i.e. Tierra Rejada Road, Science Drive and Spring Road residential zones), and 5,800 lumens (70 000043 Honorable City Council Street Lights February 18, 1999 Page 2 watts) is specified for all other residential and minor commercial /industrial streets. 22,000 lumen lights are generally installed at intersections. The spacing and height requirements for the lights are different for each type of street as listed in Plate F -9. Tierra Rejada Road A modified lighting standard was utilized on Tierra Rejada Road when it was initially constructed. South of the bridge Rather than using the standard 2- 16,000 lumen lights spaced between 200 -250 feet, 2 -9,600 lumen lights were installed at 150 -200 feet spacing in the median. In other words, a decrease in light bulb intensity and an increase in light pole frequency. North of the bridge The general pattern of the existing lights is 22,000 lumen lights staggered at approximately 200 foot intervals on both sides of the street (400 feet spacing on each side). 2 16,000 lumen lights were installed on the east side of the street between Harvester Street and Courtney Lane. Science Drive Street lights on Science Drive were installed per the same modified standard utilized on Tierra Rejada Road along the residential properties, 2 -9,600 lumen lights at 150 -200 feet spacing, and per the standard County commercial/ industrial standard, 2- 22,000 lumen lights spaced at 200 -250 feet, along the commercial /industrial properties. Spring Road New lighting on Spring Road was evaluated and designed to utilize the existing lights while attempting to maintain photometric balance on both sides of the street and meet the intent of the City standards. The previously existing lights were only on the west side of the street, with the exception of 2 lights installed in front of the Presbyterian Church. The general pattern of the existing lights is 22,000 lumens at 400 feet spacing, except where Spring Road approaches the bridge at which point lights are spaced at 200 feet. The standard for the commercial portion of Spring Road (Rite - Aid and Kindercare) is 2- 22,000 lumen lights spaced at 200- 250 feet. Along the Commercial area streetlights were recently installed per standard on both sides of the street. 000044 Honorable City Council Street Lights February 1.8, 1999 Page 3 In the residential area, north of the commercial area, new street lights are designed to match the existing lights which will result in 22,000 lumen lights staggered at approximately 200 foot intervals on both sides of the street (400 feet spacing on each side). This is similar to Tierra Rejada Road, north of the bridge. The standard for the residential portion of Spring Road is 2- 16,000 lumen lights spaced at 200 -250 feet (200 -250 feet spacing on each side of the street) . Where the existing lights are already spaced at 200 feet on the west side of the street, near the bridge, new lights will be installed to match the existing. This will result in 195,000 lumens per 1000 feet rather than the standard 142,000 lumens per standard (a 37% increase from the standard). This additional lighting was deemed necessary due to the superelevation and steepness of Spring Road at this location and will match the commercial lighting on the north side of the bridge. The exhibit attached illustrates the existing and proposed lights on Spring Road. STAFF RECOMMENDATION Direct staff as deemed appropriate.
