Deewayne Jones, D.D.S.) On September 17, 1997, the City Council approved CPD 96 -3, CUP 96- 2 and a Tentative Parcel Map for A. DeeWayne Jones, D.D.S. to construct two restaurants and an office retail building on a four acre parcel. The location of the site is contiguous with the southwest quadrant of Mission Bell - Phase 2. The development has been approved with the import of up to, and not to exceed, 4,000 cubic yards of soil. On November 4, 1998, the City Council approved Minor Modification No. 1 to CPD 96 -3 and CUP 96 -2 for modification to the site plan and architectural elevations. DISCUSSION Import of additional soil A request has been made by the owner of commercial development PM 5056 for approval of an additional 4,762 cubic yards of import. The total quantity requested is now 8,762 cubic yards. Project condition 87 requires that a request for additional import exceeding 4,000 cubic yards shall be submitted in writing to the City Engineer and will require additional Council approval prior to the commencement of the additional hauling operations. A grading permit is required prior to the hauling operations. 000111Z HONORABLE CITY COUNCIL CPD 96 -3 AND CUP 96 -2 MARCH 3, 1999 PAGE 2 The developer's reason for the additional import of soil is the need to raise the elevation of the overall pad to eliminate ramping to the Mission Bell Plaza to the east and the depression at the southwest corner of the property. As such, the pad elevations will be raised. The elevation of Lot 1 (Building A at southeast corner) will increase 2.5 feet from 485.2 feet to 487.7 feet. The elevation of Lot 2 (Building B at southwest corner) will increase 3.1 feet from 483.6 feet to 486.7 feet. The elevation of Lot 3 will increase 2.0 feet from 486.0 feet to 488.0 feet. It is the City Council policy to review and authorize all revisions to approved pad elevations in excess of 2.0 feet. The import of additional soil will come from Thousand Oaks via SR 23 and Los Angeles Avenue (SR 118). Approximately 325 to 360 trucks are required for the additional import. A total of 600 to 660 trucks will be required for the total import of 8,762 cubic yards. Property line wall Project condition 88 requires that the proposed 8 feet high masonry wall, proposed along the northerly and westerly property lines, be constructed prior to the beginning of grading operations. The purpose is to reduce noise during the grading and construction operations. The increase of the overall pad elevation will increase the wall height up to 8.5 feet to 9 feet for the neighboring properties to the north and west. The intent of the condition is that the wall height be 8 feet to reduce noise during the grading and construction operations from the developer's property. Copies of the approved Tentative Parcel Map and proposed grading plan are available for review at the City Clerk's office. The Planning Department has not reviewed the proposed revisions to the grading plans and has not provided comments as to changes to site improvements or increased roof ridge elevations, resulting from the raised pad elevations as condition compliance fees for review have not yet been paid to the Planning Department. Approve the request for the import of an additional 4,762 cubic yards of soil. (Total import of 8,762 cubic yards after approval of grading permit). 2.
