Gilbert, Director of Public Works rT� /AI��``���" �1 DATE: May 3, 1996 (Council Meeting 5-15-96) SUBJECT: Consider Authorizing Recordation of the Notice of Completion for the Installation of a Temporary Traffic Signal at the Intersection of Moorpark Road and Tierra Rejada Road DISCUSSION A. Background 1 . In June of 1995, the City Council considered possible construction of the subject project. The City Council directed the City Traffic Engineer to prepare a report assessing the need for such improvements. 2 . In July of 1995, subsequent to considering that report, the City Council approved the project and directed staff to proceed with design. 3. An engineering firm was retained and the project design was prepared. 4. In September of 1995, the staff purchased the traffic signal controller for the project. In that this is a temporary traffic signal, the City sought from the County of Ventura and later received assurances that, in the event the traffic signal is removed, the controller would be purchased from the City at ninety percent (90%) of its purchase price. 5. In addition, City and County staff worked to develop a Cooperative Agreement providing for County of Ventura participation in one-third ('/a) of the cost of the project. In February that Agreement was approved by the City Council and later approved by the County of Ventura. 6. In December of 1995, the City Council approved the project design and authorized staff to advertise for receipt of bids. 7. On February 7, 1996, the City Council awarded a contract to TDS Engineering, Inc. , in the amount of $25,995, for the construction of the subject project. 8. On April 3, 1996, the City Council approved an increase in the contract price to $30,195, to cover the cost of certain additional required work. mpk tr6.0op 00101 Temporary Traffic Signal Moorpark Road & Tierra Rejada Road May 1996 Page 2 B. Project Description The purpose of this project is to address traffic congestion on the south leg of the intersection. It is understood that the County of Ventura is proceeding with a project for the reconstruction and realignment of Moorpark Road. If the ultimate road alignment for this project causes the intersection with Tierra Rejada Road to be relocated to the west, the subject traffic signal will be removed. The project design calls for the installation of traffic detector loops for north bound traffic and for west-to-south left turn traffic. The project also calls for the installation of a left-turn GREEN ARROW for west-to-south left turn traffic and a right-turn GREEN ARROW for north-to-east right turn traffic. C. Project Status The construction of the subject project has been completed and the traffic signal has been accepted. The contractor is required to provide for the maintenance of the traffic signal for a period of one year. At the completion of that maintenance phase, the traffic signal will be added to the list of traffic signals maintained by the City's traffic signal maintenance contractor. The County of Ventura will fund one- third of the cost of all future maintenance. D. Fiscal Impact 1. Participation by the County of Ventura: The County of Ventura has agreed to fund one-third (1/2) of the cost of the project. For this purpose, project costs is defined as total actual construction costs, including any change orders, plus twenty-five percent (25%) to cover all design and construction engineering costs. The estimated amount of the County's share of project cost is as follows: Estimated Element Cost ($) • Total construction costs 30,195 • Plus 25% 7 .549 Sub-Total 37,744 • County share (1/2) 12,569 In addition, when and if the traffic signal is removed, the County has agreed to purchase the controller for an amount equal to ninety percent (90%) of the City's cost. 4. Accept the subject work as completed. 2. Instruct the City Clerk to file the Notice of Completion for the project. 3. Authorize the release of the retention upon satisfactory clearance of the thirty five (35) day lien period. i$tr6.cvp 2.04
