By_C%,Pe DATE: February 10, 1993 (CC Meeting of February 17, 1993) SUBJECT: CONSIDER RESOLUTION 93- 7SAPPROVING INCLUSION IN THE VENTURA COUNTY RECYCLING MARKET DEVELOPMENT ZONE (RMDZ), AND APPROVE EXEMPTION OF THE PROJECT PURSUANT TO CEQA SUMMARY By approval of this item, the City Council will adopt a resolution approving inclusion of the City of Moorpark into the State's Recycling Market Development Zone (RMDZ) , and render the project as exempt pursuant to the California Environmental Quality Act (CEQA) Section 15061.b3, and Section 15308 Class 8 Exemptions. As you recall, RMDZs are designed to encourage siting of businesses that use recycled materials or manufacture recycled products. The State currently has $10 million available in funding to be provided as low interest loans to businesses that would want to locate in the zone, or to existing businesses that want to retrofit equipment to use recycled feedstock. On February 3, 1993, the City Council formally supported the expansion of the Recycling Market Development Zones (Camarillo, Oxnard and Simi Valley) to include all cities in Ventura County, and directed the City Manager to send a letter of support to the Ventura County Solid Waste Management Department, expressing Moorpark's interest in participating in the zone. The California Integrated Waste Management Board (CIWMB) recently approved expansion of the Ventura County Recycling Market Development Zones. In order for a City to be designated as a RMDZ, that City is required to adopt a resolution approving inclusion into the zone. Additionally, a California Environmental Quality Act (CEQA) statement is required to be filed. Staff has determined that the adoption of the RMDZ for the City would not create negative environmental impacts, and would be rendered exempt per Section 15061 . b3 , and Section 15308 Class 8 Exemptions of CEQA. All businesses seeking to operate in the Moorpark RMDZ will continue to be subject to the City's land -use zoning designations, General Plan designations, development standards, and environmental review procedures. Recycling Market Development Zone February 17, 1993 Page 2 Staff recommends that the City Council 1) Adopt Resolution 93- approving the inclusion of the City of Moorpark into the State designated Ventura County Recycling Market Development Zone (RMDZ) ; and 2) Approve exemption of the project pursuant to the California Environmental Quality Act (CEQA) - Section 15061.b3, and Section 15308 Class 8 Exemption.
