AGENDA REPORT
TO: The Honorable City Council
FROM: Christine Adams, Director of Community Services L
DATE: February 8, 1993 (Meeting of February 17, 1993)
SUBJECT: Consider Acceptance of Equipment from Moorpark Senior
Citizen's Inc.
Moorpark Senior Citizens, Inc. (MSCI) has a substantial inventory
of supplies and equipment that they no longer need as a result of
the recent change in the lease of the Senior Center. The club's
transition team has approached staff regarding this equipment.
MSCI has divided the inventory into four categories, and has
requested that the City consider reimbursing the club for the
purchased equipment. In addition, the club suggested that those
funds agreed to by the City as payment for the equipment be used
by the City to provide additional supplies and equipment for the
senior center operations.
The Public Works, Facilities, and Solid Waste Committee
(Montgomery and Wozniak) reviewed this proposal and has concurred
with MSCI's $3000 offer for equipment that had been purchased by
the club. All other items, those donated or acquired by grant
funds, would be donated to the City. The Committee recommends
rejection of the purchase of the MSCI bingo equipment.
The funds are proposed to be used for Senior Center operations and
would be appropriated from the General Fund Reserve.
i RIM 11W4 M.-Ow3lium
The Committee and staff recommend accepting the equipment donated
by Moorpark Senior Citizen's Inc., except for the bingo equipment,
and to increase funding for senior center operations to $3000, as
proposed by the senior club, as a method of payment for that
equipment which the club purchased with their own funds and
appropriation of $3000 from the General Fund Reserve for this
purpose.

PART I EXPLANATION OF OWNERSHIP
A N D V A L U E OF E Q U I P M E N T
A H D S U P P L I E S
A. Ownership of the equipment in the Senior Center is
divided among the City of Moorpark, Moorpark
Senior Citizens, Inc., and the Ventura County
Senior Nutrition Program. The equipment was
acquired by Grant Money, direct purchases and
donations. For easy identification the inventory
list reflects the location of the items in the
multipurpose room, kitchen, office and custodial
closet.
B. The value of the equipment is listed as the amount
paid when the items were purchased. Donated items
were estimated to be the fair market value as
determined by the Inventory Committee of MSCI.
These amounts were obviously determined by
subjective opinion. No dollar value was placed on
the items already owned by the City. These
amounts should be in the City's financial records
if they are needed.
C. No attempt was made to list the equipment and
supplies owned by the Ventura County Senior
Nutrition Program.
D. No attempt was made to place a dollar value on
supplies. It is assumed that they will be used in
the normal operation of the Center by both the
City and MSCI.
