SUBJECT: CONSIDER ADOPTION OF FY 91/92 SALARY PLAN
Background
The attached salary plan resolution 91-77� repeals the current
salary plan and increases the salary rates for all positions with
the exception of temporary part-time employees. The salary plan as
presented is consistent with the FY 91/92 adopted budget.
All ranges applicable to competitive service positions have been
increased five percent (5%) as a cost of living adjustment. The
lower level management positions of assistant to the city manager
and management analyst were also increased five percent (5%) . The
full-time positions which are not in the competitive service which
include the four department heads, the deputy city manager and the
city manager have been increased four percent (4%) . The honorarium
for the city treasurer remains the same.
Part-time Employees
Effective July 1, 1991, the Omnibus Budget Reconciliation Act of
1990 (OBRA) requires temporary part-time employees to contribute
6. 2% of their wages to social security. Item 11 A on this agenda
addresses this requirement.
Rather than apply the cost of living adjustment of 5% to temporary
part-time employees who will be impacted by OBRA, staff has
recommended that the City pay the employee' s social security
contribution of 6.2%. The payment of the employee contribution to
a retirement system is consistent with benefits provided to full-
time and part-time employees covered by the Public Employees
Retirement System.
RECOMMENDATION
Staff recommends the adoption of resolution 91- 776 which
establishes the salary plan for fiscal year 1991/1992 .
