CITY OF MOORPARK,CALIFORNIA City Council Meeting of %' /9010/7 MOORPARK CITY COUNCIL '_ �" AGENDA REPORT TO: Honorable City Council > ,, FROM: Sean Corrigan, City Engineer/Public Works Director DATE: April 13, 2017 (CC Meeting of 04/19/17) SUBJECT: Consider Plans and Specifications and Authorization to Advertise for Bids for Asphalt Overlay of Sections of Spring Road, Princeton Avenue, Poindexter Avenue, and Gabbert Road (Project 8093) BACKGROUND The City of Moorpark uses five methods for pavement preservation, maintenance, and reconstruction: 1) crack fill, 2) slurry seal, 3) Asphalt Rubber Aggregate Membrane (ARAM), 4) asphalt overlay, and 5) reconstruction. Each method is progressively employed to rejuvenate the roadway surface. The method used for each road is based on the condition of the roadway pavement. Roads in optimum condition receive a crack fill/slurry seal. Roads in non-optimum condition receive ARAM or asphalt overlays. Roads in the worst condition will be reconstructed. The City applied for and received a Federal grant to construct an asphalt overlay of sections of Spring Road, Princeton Avenue, Poindexter Avenue, and Gabbert Road (Attachment 1). The last road to receive an asphalt overlay was Alderbrook Street, which was completed in FY 2012/13. City Council previously approved the Plans and Specifications for this project on July 20, 2016. However, as those plans went through two reviews at Caltrans, the agency kept adding new requirements for the portion of Princeton Avenue that lies within the State Highway 118 right of way. This unnecessarily delayed an otherwise straightforward maintenance project. Accordingly, staff has: deleted that work from the design; revalidated the CEQA Categorical Exemption; received an approval, of the reduced scope from the Ventura County Transportation Commission; and submitted a new Request for Authorization for Construction to Caltrans. That request is pending State and Federal Highway Administration approval. 67 Honorable City Council April 19, 2017 Page 2 DISCUSSION A. Scope of Work The proposed project consists of asphalt pavement edge grind, and placement of approximately 2,430 tons of rubberized asphaltic concrete. As a condition of the Federal grant, the City will maintain the same number of travel lanes, and therefore striping will be replaced in kind. Manhole and water valve covers will be adjusted to the new pavement surface as required. An agreement between the City and Ventura County Waterworks District No. 1 (VCWWD) provides that VCWWD will reimburse the City for the costs to adjust their sewer manholes and water valve covers. The design of the project complies with applicable requirements of the Standard Specifications for Public Works Construction, California Department of Transportation (Caltrans) standards, and other Federal requirements. The City Engineer/Public Works Director has reviewed the record for Project 8093, including the plans and specifications. It is the City Engineer/Public Works Director's professional opinion that the plans and specifications relating to Project 8093, were designed in accordance with reasonable, professional engineering judgment, and with due consideration for public safety. Copies of the plans and specifications for the project have been placed in the City Council Conference Room. The public may review the documents at the public counter at City Hall. B. Federal Requirements Since this project is partially funded with Federal money, the entire project must adhere to Federal laws and regulations. One regulation requires that the City have Federal authorization to proceed with construction (E-76 authorization form). City staff will advertise the project when the E-76 is received. C. Project Schedule The anticipated project schedule is as follows: Advertise for Bids 06/30/2017* Bid Opening 07/25/2017 Award of Construction Contract 08/16/2017 Notice to Proceed 08/29/2017 Project Completion 10/01/2017 * Advertisement date is contingent upon receiving a Caltrans E-76. Each subsequent milestone is dependent on this date. If the E-76 is received earlier than this estimated schedule the process will be accelerated. 68 Honorable City Council April 19, 2017 Page 3 FISCAL IMPACT The Federal Grant is a reimbursement type grant. The City will submit periodic invoices to Caltrans Local Assistance for reimbursement. The current project budget is as follows: Fund FY 2016-17 Budget Project 8093 (M0021) 2603 Local Funding $ 132,584 2609 Federal Grant $ 575,167 Total $ 707,751 The estimated project costs are summarized below: Description Cost Design/Engineering (In-House) $ 0 Construction of Streets* $556,969 Construction Engineering $108,255 Total $665,224 *Includes construction contingency STAFF RECOMMENDATION Approve the plans and specifications for the subject project and authorize staff to advertise for construction bids after receiving a Caltrans Construction Authorization (E-76).
