J�!' Between the Local 998 and the City of Moorpark DATE: July 10, 1997 Requested Action Staff is requesting approval of the draft Memorandum of Agreement between the Local 998 and the City of Moorpark, subject to final language approval of the City Attorney and City Manager. Discussion The City Manager and Deputy City Manager have met with the representatives of Local 998 to review their proposed MOA. The term of the MOA would be from July 1 .1997 through June 30, 1999. Some of the key elements include the inclusion of the Competitive Service employees into the new salary plan. That item is before the City Council for-consideration on July 16, 1997. It is also agreed to adjust the salary table by one and one-half percent, effective the first pay period of fiscal year 1997/1998. The cost of living adjustment for fiscal year 1998/1999 is limited to no less than one percent and no more than five percent. It is to be determined by the average of the consumer price indices for all urban consumers Los Angeles and the United States for April 1998. The health insurance benefit has been transferred to the Public Employees Retirement System (PERS) health plan the cost increase for fiscal year 1998/1999 has been limited to five percent of the most expensive plan. The City will experience a savings of forty thousand dollars per year in health insurance premiums. The Agreement also calls for inclusion in the PERS Survivors benefit for dependents of employees. The additional cost of this benefit is estimated to be less than $5,000 per year. The use of sick leave for care or comfort of a member of the employees household has been brought more closely in line with the guidelines of the Family Medical Leave Act. Care for a family member that is not a member of the household has also been defined and limited based upon accrued sick leave. New language has been added and shown as redline. The City Attorney and the City Manager will review the final language prior to final approval and acceptance by the City. The MOA draft has been provided to the City Council under separate cover.
