REQUESTED ACTION
Council is asked to approve Resolution 97- which implements the Salary Plan for Competitive
Service and Hourly employees. The Salary Plan has already been implemented for Non-
competitive Service employees and this resolution would combine all employees in one salary
plan.
BACKGROUND
This action is consistent with the Memorandum of Agreement (MOA) which has been negotiated
with the Public Employees Association of Ventura County, Local 998. The MOA calls for the
implementation of the Salary Plan and the subsequent adoption of a one and one -half percent cost
of living adjustment.
The development of this salary plan was started in 1995 with a Classification and Compensation
Study performed by Ralph Andersen and Associates. The Classification Plan was adopted by the
City Council this year and the Salary Plan was adopted May 21, 1997 for non - competitive service
(management) employees.
The Council Ad Hoc Classification and Compensation Committee (Mayor Pro Tern Perez and
Council member Wozniak) reviewed the recommendations of the consultants and staff in a series
of meetings over the fall of 1996 and the spring of 1997. It was the Committee's
recommendation that the salary plan be structured at the 60th percentile and take into account the
cost of living adjustment over the period since the initial salary surveys were completed.
Employees where placed in the salary range for their position as indicated on the attached exhibit
1. Those employees whose current salary was less than the recommended range were placed on
the first step of the new range, Step A. Those employees whose salary was in between steps in
their range were placed on the higher step. Only one employee's salary (Code Enforcement
Officer II) was above the recommended range. It was the Committee's recommendation that
employee's salary be placed on Step H of a higher range which afforded that employee an

opportunity for a performance review and possible merit increase.
Although not a nart of the negotiation with the Local 998; contained in Resolution is the
authorization to review those emnlovees who have been ineligible for a merit increase for two
years or more because they were at the top of their salary range. This is consistent with the
implementation of the salary plan for non - competitive service employees. It is felt that for equity
purposes this should also be applied to all employees.
The Local 998 has asked as part of their proposal that the position of Lead Maintenance Worker
be reviewed. It was their contention that the position performed at a higher level than the level
indicated in the classification survey and that the compensation should be higher. During
negotiations the Code Enforcement Officer II position and the Account Technician II position
were also raised as requiring additional review. It was agreed that the review of these positions
would be dropped from the negotiations and would more appropriately be reviewed during the
course of the next fiscal year. The Account Technician II position was adjusted 2.5% from the
original recommendation of Range 50 to Range 51 and the Code Enforcement Officer II position
was adjusted 7.5% which placed it on Step Hof a higher range and thereby allowed for a
performance based review during the next fiscal year. The Lead Maintenance Worker position is
currently being filled in an acting capacity by a Maintenance Worker II.
Also of note, the Crossing Guard Supervisor position was created by Resolution 97 -1344. It was
to be set five percent below the position of Maintenance Worker (Maintenance Worker II). It
was set, in error, below the position of Maintenance Worker I. This has been corrected by this
resolution.
Two salary tables have been attached for reference. The first is the bi- weekly salary table based
upon current salaries which was used to implement the salary plan. The second is the same salary
table adjusted one and one -half percent as the cost of living adjustment.
RECOMMENDATION
Staff recommends adoption of Resolution 97- authorizing the inclusion of all employees in the
Salary Plan and the subsequent adjustment of the Salary Plan by one and one -half percent as a
cost of living increase.
