Executed this 3rd day of May 2017, at Moorpark, California. • Patty Andson Administrative Assistant II Parks, Recreation and Community Services Department ITEM 8.A CITY OF MOORPARK MOORPARK LIBRARY BOARD AGENDA REPORT TO: Moorpark Library Board FROM: Jeremy Laurentowski, Parks and Recreation Director Jessica Sandifer, Program Manager DATE: April 7, 2017 (Meeting of 5/9/17) SUBJECT: Consider the Duties and Responsibilities of the Library Board BACKGROUND & DISCUSSION In 2007, the City took over the County Library and established the Moorpark City Library (Library). Initially, the Moorpark City Council served as the members of the Moorpark Library Board (Board). In 2011, the City Council made the decision to appoint a separate Board. The City Council's In the cities of Simi Valley, Camarillo and Santa Clarita all still serve as the library board. During the early years of the Board, there were many decisions that needed to be made regarding policies, types of programming, and material selection in order to establish the Library program. The Library is now in its 10th year under City ownership and has become a very successful City program. Part of the success of the Library is due to the decisions that were made by the City Council, as well as the support services provided by Library Systems and Services (LS&S). LS&S is the consulting company that has been contracted by the City to manage the Library program on behalf of the City. The role of the Board has shifted over time, and the current role of the Board should now be focused on programming and new library projects, when funding opportunities become available. Attached to this report are the responsibilities of the Board, as adopted by Section 2.07.090 of the Moorpark Municipal Code. Most of the items listed as responsibilities of the Board have already been completed during the creation of the Library. The primary business of the Board currently includes a review of the Library's Annual Report to the State Librarian, as well as regular quarterly reports prepared by LS&S and City staff. Review of the various reports is an appropriate time for the Board to comment and make recommendations to City staff regarding programming and other regular business of the Library. The Board is encouraged to participate in and attend the programs and events that the Library puts on. There are many opportunities for Board members to volunteer their time and contribute to the ultimate success of the Library. Participation will also allow the Board to provide constructive comments about these programs and events. STAFF RECOMMENDATION Receive and file report. 1 Attachment 2.70.090 Duties and responsibilities. The duties and responsibilities of the library board are as follows: A. The board may recommend to the city council all rules, regulations, and bylaws necessary for the administration, government, and protection of the libraries under its supervision. B. If directed by the city council, the board may administer any trust declared or created for the library, and receive by gift, devise, or bequest and hold in trust or otherwise, property situated in this state or elsewhere, and where not otherwise provided, dispose of the property for the benefit of the library. C. The board may recommend to the city council the duties and powers of the librarian, and other employees of the library. D. The board may make recommendations to purchase necessary books, journals, publications, and other personal property. E. The board may borrow books from, lend books to, and exchange books with other libraries, and may recommend to the city council policy language to allow nonresidents to borrow books upon such conditions as the board may prescribe. F. The board shall on or before August 31st of each year review and submit a written report to the city council and state librarian on the condition of the library for the fiscal year ending June 30th preceding. The report shall, in addition to other matters deemed expedient by the board, contain such statistical and other information as deemed desirable by the state librarian. G. The board may perform such other duties as may be requested from time to time by the city council or as authorized by California Education Code Section 18900 et seq. (Ord. 403 § 1, 2011) 2 ITEM 8.B CITY OF MOORPARK MOORPARK LIBRARY BOARD AGENDA REPORT TO: Moorpark Library Board FROM: Jessica Sandifer, Program Manager Christine Conwell, City Librarian, Library Systems & Services, LLC DATE: May 1, 2017 (Meeting of 5/9/17) SUBJECT: Consider the Moorpark City Library Quarterly Report for the Third Quarter of Fiscal Year 2016/17 (January, February, March 2017) DISCUSSION Library Services • Library — Self Checkout: The Self Check station was successfully installed on March 10. On this same day, the City Librarian presented to the Moorpark Women's Fortnightly Club about the library and the women were pleased to hear about the completion of this project. 3D Printing: Library staff continues to work with City Staff to develop policy, procedure, and fees for public use of the 3D printer. Edelweiss: All librarians have been trained and have begun using Edelweiss Analytics, a web-based, interactive collection analysis tool for libraries. Edelweiss Analytics gives librarians access to the most accurate and up-to-date information available on library circulation, retail sales data and title data. Teen Advisory Group (TAG): The purpose of the TAG is to involve teens directly in their library and provide our Teen Librarian a direct link to her teen patrons to foster deeper relationships with them. Our TAG will focus on helping to lead/create programming, volunteer at events, and influence how their library serves them. At their second meeting on March 22, the TAG began working on a special, all ages program for May 4, Star Wars Day. Adult Book Club: Starting in February, the Adult Book Club began meeting on the second Monday of the month rather than the second Sunday to better accommodate members schedules. • Library Board: The Library Board did not meet this quarter. • Moorpark Friends of the Library (MFOTL): The MFOTL met on January 17 and March 4. A large topic of discussion at both meetings was the April 22 fundraising bus trip to the Los Angeles Times Festival of Books. At the March 4 meeting, Jessica Sandifer was introduced to the group as their new City Liaison. 3 Library Board May 9, 2017 Page 2 A financial commitment of $10,000 for the 2017-2018 fiscal year was discussed with a formal letter to follow. In January we began implementing rotating displays with multimedia and handouts that support the special events or programs happening that month. Library staff has also reorganized the DVDs, placing them in alphabetical order, which has made it easier for everyone to browse and locate material. New adult books were moved to one location, again simplifying the browsing and locating of items. In addition to regular programming, Librarians have been focused on planning and implementing Summer Reading Programs (SRP) with the national theme Reading by Design. This year in an effort to reach a broader range of patrons and increase participation, we will be using the California Library Association's online summer reading tool Reading by Design. This tool will encourage users to keep reading and taking part in our program through the end of the summer through gamification and an engaging interface. For library staff, the online tool will help us assess and demonstrate the impact of our programs using built-in evaluation tools and efficiently manage and report on our summer programs. CALL TO ORDER: President McGregor called the meeting to order at 6:04 p.m. 2. PLEDGE OF ALLEGIANCE: Board Member Landry led the Pledge of Allegiance. 3. ROLL CALL: Present: Board Members David Landry, Jose Rios, Candice Sunseri, and President Heather McGregor. Board Member Linda Goble was absent. Staff Present: Parks and Recreation Director Jeremy Laurentowski; Program Manager Jessica Sandifer; City Librarian Christine Conwell, Library Systems & Services, LLC (LS&S); and Administrative Assistant Patty Anderson. 4. SPECIAL AGENDA ITEMS: None. 5. PUBLIC COMMENTS: None. 6. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 7. The Board and staff discussed options on touring so as not to violate the Brown Act. 10 Minutes of the Library Board April 11, 2017 Page 2 8. PRESENTATIONS/ACTION/DISCUSSION: A. (Staff: Jeremy Laurentowski) Due to the absence of Board Member Goble, the Board and staff agreed to defer this item until the next regular meeting. B. Consider the Moorpark City Library Quarterly Report for the Second Quarter of Fiscal Year 2016-17 (October, November, and December 2016). Staff Recommendation: Receive and file report. (Staff: Christine Conwell) Christine Conwell gave staffs report. The Board and staff discussed program and event attendance, the Brainfuse program, electronic books circulation, and the Board being more active with the Library events. MOTION: Board Member Rios moved and Board Member Sunseri seconded a motion to receive and file the report. The motion carried by voice vote 4-0. C. Review of the City Council and Library Board's Joint Meeting of March 29, 2017. Verbal presentation. No staff report. (Staff: Jeremy Laurentowski) The Board and staff discussed the recent City Council and Library Board Joint meeting on March 29, 2017. They discussed the Board's role in a future Ad Hoc Committee for the new Library, as well as the current status of the project. 9. CONSENT CALENDAR: A. CALL TO ORDER: Mayor Parvin called the City Council to order at 7:24 p.m. President McGregor called the Library Board to order at 7:24 p.m. 2. THE PLEDGE OF ALLEGIANCE: Board Member Landry led the Pledge of Allegiance. 3. ROLL CALL: Library Board Board Members Goble, Landry, Rios, Sunseri and President McGregor. City Council: Councilmembers Mikos, Pollock, Simons, Van Dam, and Mayor Parvin. Staff Present: Steven Kueny, City Manager; Deborah Traffenstedt, Assistant City Manager; Jeremy Laurentowski, Parks and Recreation Director; Jessica Sand ifer, Program Manager, and Maureen Benson, City Clerk. 4. PUBLIC COMMENT: None. 5. PRESENTATION/ACTION/DISCUSSION: A. Consider Status Report on Mission Statement, Priorities, Goals and Objectives for Fiscal Years 2015/2016 and 2016/2017. Staff Recommendation: Direct staff as deemed appropriate. The Council and Board discussed: 1) New City Librarian; 2) Approval for building new library: 3) Self-check book service; 4) Membership of a Library Ad Hoc Committee; 5) Soil study at new library site; 5) Suggestion to use the American Library Checklist of Library Design for building recommendations; 6) City has cash to build the library and desire to fund- raise for interior fixtures, furniture, and books. Mayor Parvin thanked the Library Board for what they do for the community. , 6.
