SUBJECT: Consider Rejection of Bids for the Demolition of Site Improvements
at 104 and 192 High Street (L0007)
BACKGROUND & DISCUSSION
The property on the south side of High Street (known as the Granary facility) and which
is located at 192 High Street was purchased by the City for downtown redevelopment in
the early 1990's. The property has sat vacant for much of that time, awaiting a
development opportunity. In 2009, a Disposition and Development Agreement was
negotiated and signed with Aszkenazy Development, Inc. Unfortunately, the economic
downturn made Aszkenazy's project infeasible. In 2010, a Notice of Default was issued
to Aszkenazy Development and the site has sat vacant with little interest. In 2015, staff
was approached by a developer interested in purchasing the site for a farm-to-table
biodynamic restaurant and market. In anticipation of development on the site, the City
solicited formal bid requests for demolition of the site improvements in February 2017.
The City received three bids by the due date of March 2, 2017 from:
Standard Industries $119,523.00
5M Contracting, Inc. $193,250.00
AMPCO Contracting, Inc. $365,560.00
Since the demolition bids were received, the City and the Developer have negotiated a
Disposition and Development Agreement (DDA) for the purchase of a portion of the
property. As part of the DDA, the Developer is required to perform demolition of the
buildings on the property that affect their project area. Since the City is no longer
performing the demolition, the bids received for the site improvements are not needed.
FISCAL IMPACT
There is no fiscal impact.

Reject all bids for the demolition of the site improvements at 104 and 192 High Street
(L0007).
