One agreement is for Transit Operating Services and the second is for Capital Maintenance Services. DISCUSSION Staff solicited Requests for Proposals (RFP) on March 22, 2007 for Operation of City fixed route bus services. The RFP was for two agreements, and included two cost proposals. One was for Transit Operating Services and one was for Capital Maintenance Services. The agreements are to be awarded to one company. Providing separate agreements for operation and maintenance allows the City to remove maintenance costs from operating costs under Transportation Development Act rules. This benefits the City's farebox goal efforts. The City received two bids. One was from CUSA and the other was from MV Transportation. The low bidder is CUSA for the combined hourly rates. Although MV Transportation's hourly rate for Capital Maintenance is significantly lower than CUSA, MV's operating hourly rate is much higher than the current cost of transit operation and would not allow the City to meet its 20% farebox ratio requirement. CUSA currently operates and provides capital maintenance for the City's fixed transit services. The drivers that CUSA has provided in the past have been very professional, courteous to passengers, and provide suggestions on how bus stops, and routes can be adjusted to improve service to Moorpark residents. STAFF RECOMMENDATION Award agreements and authorize the City Manager to execute the agreements with CUSA CC LLC. 0 0)01 Q 7
