S. Department of Housing and Urban Development (HUD) has been encouraging communities to address problems of housing and homelessness in a coordinated, comprehensive and strategic manner. This broad concept is referred to as the Continuum of Care. It requires assessing existing needs of individuals and families, planning for and delivering services to address those needs, and developing methods to move people to greater self-sufficiency. It also includes the collection of information on existing homelessness—a physical count of homeless individuals and the collection of basic information, such as age, whether children are with them, etc. DISCUSSION The Ventura County Homeless and Housing Coalition (VCHHC) has been designated as the organization in Ventura County to coordinate the administrative functions necessary for service providers, the County, and local jurisdictions, including Moorpark, to participate in HUD-funded programs through the Continuum of Care. The VCHHC Draft 10 Year Strategy to end Homelessness for Ventura County was provided to you under separate cover. A letter has been received (Attachment "A") requesting funding support of $5,000 from the small cities in the County. The largest cities in the County, except Oxnard, were requested to contribute $15,000. Oxnard is not a part of this coalition, since it performs the same functions for its jurisdiction. The funding is proposed to come from the City's C)0 x.1.8 Honorable City Council May 16, 2007 Page 2 Affordable Housing Fund. As of this date, Simi Valley and Thousand Oaks have each approved $15,000. The City Managers from Fillmore and Santa Paula have indicated that, while their cities support the 10-Year Strategy, they will not be contributing the requested funds. STAFF RECOMMENDATION (ROLL CALL VOTE) Accept the Draft 10 Year Strategy to End Homelessness for Ventura County and adopt Resolution No. 2007 - , authorizing $5,000.00 for FY 2006/2007 from the City's Affordable Housing Fund to support implementation of the 10 Year Strategy. We are asking each of the large cities in the County for $15,000 and the small cities for $5000. The County of Ventura contributed $200,000 in 2006 for a three year period. Because homelessness is a regional issue, we are asking each of the jurisdictions to contribute to support the Coalition. The Ventura County Homeless and Housing, Coalition each year sponsors the HUD Continuum of Care application which brings in excess of$1 million in housing funds to the County. These funds are used for programs that serve homeless persons and those at risk of becoming homeless. In addition, the data produced as part of the HUD application is used by the County and by each of the cities as part of their housing element. The VCHHC also sponsors the Designated Local Board and produces the Local Emergency- Shelter Strategy. This activity, gives us local control over state housing -funds, including Propositions 46 and 1 C, both of which are state housing bonds. I 0 o x.2 0 Attachment "B" RESOLUTION NO. 2007 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR 2006/2007 BUDGET BY APPROPRIATING $5,000.00 FROM THE CITY'S AFFORDABLE HOUSING FUND FOR COSTS ASSOCIATED WITH THE ADMINISTRATION OF FEDERAL FUNDS TO ADDRESS THE ISSUES OF HOMELESSNESS IN VENTURA COUNTY WHEREAS, On June 21, 2006, the City Council of the City of Moorpark adopted the budget for Fiscal Year 2006/2007; and WHEREAS, the City wishes to support services to reduce homelessness and the risk of becoming homeless through the U. S. Department of Housing and Urban Development (HUD) Continuum of Care Program, as administered in Ventura County ; and WHEREAS, the Ventura County Homeless and Housing Coalition conducts administrative functions which enable the County of Ventura, and the cities and service providers in this County to access said federal funds for services to address homelessness and to reduce the risk of homelessness; and WHEREAS, the City of Moorpark wishes to support these services and to provide funds in the amount of $5,000.00 to the Ventura County Homeless and Housing Coalition for this purpose. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A budget amendment in the total amount of $5,000.00 from the City's Affordable Housing Fund, for the Ventura County Homeless and Housing Coalition, for services related to the Continuum of Care, as more particularly described in Exhibit "A", attached hereto, is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
