SUBJECT: Consider Mission Statement, Priorities, Goals and Objectives for
Fiscal Year 2007/2008
BACKGROUND
On May 16, 2007, the City Council considered the referenced matter. The document's
formatting had been modified from prior years by placing the objectives in one of three
categories based on the projected time needed to complete an objective as follows..
A. 0 to 2 years
B. 2 to 5 years
C. 5+ years
In addition, a new Top Ten Priority was proposed, and another Top Ten Priority was
modified as follows:
"Facilitate new commercial development on High Street;" and
"Construct Moorpark Human Services Complex" was combined with the existing
Top Ten Priority to construct a new City Hall. Construction of a Library was also
included in this Top Ten Priority.
At the May 16 meeting, the Council directed the addition of an objective related to the
use of Green Building techniques. The proposed language is as follows:
"Develop green building guidelines and requirements to promote green building
techniques and sustainability for remodeling, expansion and new residential,
commercial and industrial development."

This has been added to Goal VII., "Reinforce and enhance Moorpark's attractive
community character and safeguard its desirable resources," with a projected
completion of 0 to 2 years.
The Council also requested a note in the document to indicate whether funding for an
objective was included in the budget. Added to the left margin in front of each objective
is one of the three notations as follows:

As a result of the Council's May 23, 2007 budget workshop action not to fund a park
ranger program, the related objective has been moved from Goal VII. to the Potential
Objectives' list. Additionally, the reference to Monte Vista Park parking lot lighting in
Objective 10. of Goal VI. has been removed to reflect the Council's May 23 action not to
fund this item.
Since the Council's May 16, 2007 review of this matter, staff is proposing to add an
objective to Goal VI., "Enhance the delivery of services and expand program
efficiencies," in the 0-2 years' category, related to animal control services as follows:
"Work with the County of Ventura and affected cities to evaluate methods for
determining fair share allocation of costs for annual shelter and licensing for
animal control services."
Currently, allocation of costs is based only on the number of animal licenses for each
jurisdiction, which doesn't necessarily relate to services rendered. In addition,
Moorpark's efforts on licensing animals are greater than most of the other jurisdictions.
Even though the City Council has approved the positions of Deputy City Manager and
Planning Director, the responsibility for certain objectives would not be altered at this
time. It would remain as Community Development. This will be reevaluated for
possible change next year.
There are 111 FY 2007/2008 Objectives and 39 Potential Objectives. The legislative
formatting has been removed, and this is the document proposed for Council approval.

Simi Valley plus contiguous unincorporated Ventura County for

1. Tape a minimum of two (2) special City-sponsored events or meetings for
replay supporting public information and community promotion efforts and
evaluate the feasibility of taping a video about Moorpark City government.
2. Conduct an Organization and Management Study and prepare an
implementation plan.
3. Evaluate feasibility of establishing a teen center.
4. Install winter holiday decorations on street light poles at various locations
in the City.
5. Adopt formal traffic policies.
6. Develop plan for recreational use of detention basin in Specific Plan No. 1.
7. Work with Historical Society on finalizing a site for its proposed facility.
8. Develop guidelines for fine and cultural arts expenditures.
9. Establish apricot orchard at one or more locations for community's
historical purposes.
10. Evaluate feasibility of establishing a publicly owned, privately operated
equestrian center.
