Vacca, Principal Planner DATE: June 4, 2007 (CC Meeting of 06/20/07) SUBJECT: Consider the Approval of Street Names for Planning Area 5, the Condominium Housing Portion of the Moorpark Highlands Specific Plan (Tract 5045 — Pardee) Located East of Walnut Canyon Road and South of the City Limits BACKGROUND The names for the Moorpark Highlands Specific Plan (Tract 5045) streets were approved by the City Council in September of 2005, with the exception of the private loop access road for the condominium units of Planning Area 5, which was not considered at that time. Pardee Homes is now proposing names for this private road system. DISCUSSION Section 16.08.030 of the Moorpark Municipal Code calls for street names to be approved by the City Council in conformance with City Council policy. City Council Policy No. 1 (Resolution No. 2006-2483) directs the Community Development Director, in consultation with the City Manager and in conjunction with the Ventura County Fire Department, to determine street names for recommendation to the City Council. Under this policy, North/South streets are to be designated as avenues or roads, East/West streets as streets or drives, and cul-de-sacs as circles, courts or places. The Council policy does not specify designations for this type of loop access road that is entirely within the boundaries of a condominium development. The proposed street names are shown in the table below and on the attached map. These street names are acceptable to City staff and the Ventura County Fire Department and are compatible with City Council's street naming policy.
