SUBJECT: Consider Selection of Consultant for Community Opinion Poll
BACKGROUND
During the City Council's recent budget discussions concerning future revenue
sources and desirable public facility capital improvements the need for a
community/voter opinion poll was suggested.
DISCUSSION
Staff has obtained proposals from three qualified professional firms to provide an
opinion poll to determine voter support for a revenue measure in Moorpark.
Copies of the proposals and a sample survey instrument have been submitted to
the City Council under separate cover. The proposals are summarized below:
Civic Research, Orange, CA
Approach: Baseline telephone survey of 400 "high propensity" Moorpark Voters
purchased from Political Data, Burbank, CA.
Interview Duration: 20 Minutes
COST: $20,000
Fairbanks, Maslin, Maullin & Associates, Santa Monica, CA
Approach: Baseline telephone survey of 400 Moorpark voters likely to cast a
ballot in an upcoming election. Timing to be determined.
Interview Duration: 15 to 20 Minutes

COST: 15 Minute Interview: $ 20,000
20 Minute Interview $ 23,750
Client Base: Southern California cities, counties and school districts.
Godbe Research, Newport Beach, CA
Approach: Baseline telephone survey of 400 voters selected by sub-groups
(geography, income, partisanship, length of residence, voting propensity,
household party type, etc.
Interview Duration: 15 to 20 minutes
Survey Pre-test of survey instrument- Tracking Survey in early 2008 to identify
changes in opinion and further refine a ballot measure. 400 voters with likely
June 2008 voters.
COST: 15 minute survey $23,340 (including Spanish Language
translation)
18 minute survey $25,570 (including Spanish Language
translation
Client Base: Southern California cities, counties and school districts.
The Schedule for interviews with the consultants is as follows:
6:30 p.m. Fairbank, Maslin, Maullin & Assoc.
7:15 p.m. Godbe Research
Each interview will be 30 minutes and there will be a 15 minute break in between the
presentations.
STAFF RECOMMENDATION
Interview consultants and direct staff as deemed appropriate.
