Lail, City Engineer/Public Works Director DATE: July 3, 2007 (CC Meeting of 07-18-07) SUBJECT: Consider Resolution Rescinding Resolution No. 2005-2352 Pertaining to Parking Restriction on Miller Parkway and that Portion of Peach Hill Road East of Spring Road, and Establishing Revised Parking Restrictions on Said Streets BACKGROUND On July 6, 2005, the City Council adopted Resolution No. 2005-2352, revising the parking restrictions on Miller Parkway and on that portion of Peach Hill Road east of Spring Road. In that it has been deemed necessary to revise certain of the parking restrictions set forth in said Resolution, a new Resolution has been prepared. DISCUSSION At a recent meeting of the Transportation and Public Works Committee (Mayor Pro Millhouse and Councilmember Van Dam) of the Committee discussed the possibility of adding curbside parking on the south side of Peach Hill Road east of the eastern driveway for the Pinecrest School. The Committee requested the City Engineer/Public Works Director evaluate this possibility and, if feasible, bring a Resolution to the City Council to effectuate this change. The Director has evaluated the matter and has determined that it is possible to add approximately two hundred fifty feet (250') of curbside parking in this area. If such action is taken, it will be necessary to revise the striping in this area, by shifting the eastbound lane and bike lane to the north and reducing the width of the painted median The attached resolution rescinds the resolution currently in effect for this portion of Peach Hill Road and adopts revised parking restrictions, which include the above described curbside parking. 000136 S:\Public Works\Everyone\Staff Reports\2007\July\Parking_Miller_Peach Hill.doc Honorable City Council July 18, 2007 Page 2 STAFF RECOMMENDATION Adopt Resolution No. 2007- Attachment: Resolution SAPublic Works\Eve 000137 ryone\Staff Reports\200TJuly\Parking_Miller_Peach Hill.doc Attachment 1 RESOLUTION NO. 2007 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, RESCINDING RESOLUTION NO. 2005-2352 PERTAINING TO PARKING RESTRICTIONS ON MILLER PARKWAY AND A THAT PORTION OF PEACH HILL ROAD EAST OF SPRING ROAD AND ESTABLISHING REVISED PARKING RESTRICTIONS FOR SAID STREETS WHEREAS, Section 22507 of the California Vehicle Code (CVC) provides for the restriction and/or prohibition of parking and/or stopping on any local streets by a local agency; and WHEREAS, pursuant to said provisions, the City Council adopted Resolution No. 2005-2352 establishing certain parking restrictions on Miller Parkway and on that portion of Peach Hill Road east of Spring Road; and WHEREAS, the City Council has determined that it is necessary to revise certain of the parking restrictions established by the said Resolution. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Resolution No. 2005-2352 is hereby rescinded. SECTION 2. The City Engineer may establish additional No Stopping Anytime restrictions along the east side of Miller Parkway between Miller Park and Peach Hill Road, as deemed necessary and appropriate to provide adequate visibility at entrances to the roadway. SECTION 6. The parking restrictions provided for herein shall not apply to Bus Stops, Loading Zones and other such areas so designated by appropriate signs and/or markings. SECTION 7. The City Manager shall cause the placement of appropriate signs and/or markings giving notice of the parking restrictions provided for herein. SECTION 8. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions. PASSED AND ADOPTED this 18th day of July, 2007.
