Moorpark, a l ornla July 18 2007
A Special Meeting of the City Council of the City of Moorpark was held on July 18, 2007,
in the Community Center of said City located at 799 Moorpark Avenue, Moorpark,
California.
1 . CALL TO ORDER:
Mayor Pro Tempore Millhouse called the meeting to order at 6:35 p.m.
2. ROLL CALL:
Present: Councilmembers Mikos, Parvin, Van Dam, and Mayor Pro
Tempore Millhouse
Absent: Mayor Hunter.
Staff Present: Steven Kueny, City Manager; Joseph Montes, City Attorney;
Hugh Riley, Assistant City Manager; Barry Hogan, Deputy
City Manager; Yugal Lall, City Engineer/Public Works
Director; and Deborah Traffenstedt, Administrative Services
Director/City Clerk.
3. PUBLIC COMMENT:
None.
4. CLOSED SESSION:
Mr. Kueny requested the Council go into closed session for discussion of one
case under Item 4.A., and Items 4.C. and 4.D. on the agenda.
Mr. Montes announced that for the one case under Item 4.A., the facts and
circumstances creating significant exposure to litigation consist of a letter dated
July 17, 2007, from Southern California Edison (SCE) threatening litigation and
pertaining to SCE's objection to recordation of Final Map 5147.
MOTION: Mayor Pro Tempore Millhouse moved and Councilmember Parvin seconded
a motion to adjourn to closed session for discussion of one case under Item 4.A., and
Items 4.C. and 4.D. on the agenda. The motion carried by voice vote 4-0, Mayor Hunter
absent.

(Pursuant to Subdivision (a) of Section 54956.9 of the Government Code)
4X Projects Co, a California Corporation, Richard Gray, an individual vs.
City of Moorpark and Does 1 through 50, inclusive (Case No. SC048687)
D. PUBLIC EMPLOYEE PERFORMANCE EVALUATION
(Pursuant to Subdivision (b) of Section 54957 of the Government Code)
Title: Administrative Services Director/City Clerk; Assistant City Manager;
City Manager; City Attorney; City Engineer/Public Works Director; Chief of
Police; Community Development Director; Deputy City Manager; Finance
Director; Parks, Recreation and Community Services Director; and
Planning Director
Present in closed session were Councilmembers Mikos, Parvin, Van Dam, and
Mayor Pro Tempore Millhouse; Steven Kueny, City Manager; Joseph Montes,
City Attorney; Hugh Riley, Assistant City Manager; Barry Hogan, Deputy City
Manager; Yugal Lall, City Engineer/Public Works Director; and Deborah
Traffenstedt, Administrative Services Director/City Clerk. Mr. Riley, Mr. Hogan,
and Mr. Lall left the meeting at 6:52 p.m.
The Council reconvened into open session at 7:05 p.m. Mr. Kueny stated one
case under Item 4.A., and Items 4.C. and 4.D. were discussed, and there was no
action to report.
6. ADJOURNMENT:
Mayor Pro Tempore Millhouse adjourned the meeting at 7:05 p.m.
