SUBJECT: Consider L.A. Rampage Soccer League's Request to Purchase
Use of City's Time at Moorpark Country Club Golf Course
BACKGROUND
The Second Amendment to Settlement Agreement between the City and Toll
Brothers, dated May 16, 2003, includes a provision that allows the City to use
Toll Brother's (Moorpark Country Club) golf course (18 of the 27 holes/including
use of golf carts) and clubhouse for one City sponsored event each calendar
year, at no cost except for Toll's "out-of-pocket" expenses. It was intended that
this provision would be used to raise funds for a City sponsored program to
benefit Moorpark residents.
The first year this provision was effective, Toll donated $5,000 towards the City's
Recreation Youth Scholarship Program, which benefits youth from low-income
families, in lieu of the City's use. The following year, staff set tentative plans in
place to host a tournament to raise funds for the City's youth scholarship
program. After hearing the concerns expressed by local non-profit groups that a
golf tournament hosted by the City would detract from their golf tournament
events, also designed to raise funds, the Council elected to offer the City's use
privileges to the Moorpark Boys and Girls Club in return for a $5,000 donation.
This arrangement was offered to the Boys and Girls Club for a second and third
year. However, in year three the Club indicated that they were no longer
interested in utilizing the City's annual golf course privilege.
The City has since been approached by the L.A. Rampage Soccer League about
the possibility of "purchasing" the aforementioned use privileges.
DISCUSSION
L.A. Rampage Soccer is a non-profit youth soccer organization. They traditionally
hold a fund-raising golf tournament at the Calabasas Country Club in February or
March or each year. In lieu of holding their tournament at Calabasas, L.A.

Rampage has expressed an interest in assuming the City's golf course use
privileges in 2008 for a donation of $6,000 to the City's youth scholarship
program. This is $1 ,000.00 more than Moorpark Boys & Girls Club has paid for
the rights to this privilege in previous years.
If the Council approves this request it would be with the understanding that this is
a one-time offer and that the L.A. Rampage will negotiate directly with the
Moorpark Country Club for the date of this tournament and other details.
STAFF RECOMMENDATION
Approve L.A. Rampage's one-time use of the City's golf privileges as described
in this Agenda Report.
