DATE: May19, 2017 CC Meeting of 6/7/17• , ( 9 SUBJECT: Consider Approval of Transfer of 80 Acre Parcel in the Tierra Rejada Valley (APN 519-0-210-055) to the Moorpark Watershed Parks, Recreation and Conservation Authority BACKGROUND/DISCUSSION - In 2011, the City purchased an 80 acre parcel in the Tierra Rejada Valley to preserve it as open space. The location of the property is outside Moorpark city limits. In 2016, the City Council approved a Joint Powers Agreement with the Santa Monica Mountains Conservancy creating the Moorpark Watershed Parks, Recreation and Conservation Authority ("Authority"). The JPA was created so that the City could purchase and transfer open space parcels to the Authority for care and management, as well as the potential for additional opportunities for grants for recreation and trails in open space areas. Pursuant to the JPA real property transferred by the City to the Authority can be returned to City ownership in the future. Property owned by the Authority is exempt from property taxes. Staff is recommending approving the transfer of APN 519-0-210-055 to the Moorpark Watershed Parks, Recreation and Conservation Authority. FISCAL IMPACT Transfer of the 80 acre parcel will save the City $23,000 annually in property taxes on the parcel. STAFF RECOMMENDATION 1. Approve transfer of APN 519-0-210-055 to the Moorpark Watershed Parks, Recreation and Conservation Authority; and 2. Authorize City Manager to execute all documents necessary to effectuate the transfer of the property. 132
