A Special Meeting of the City Council of the City of Moorpark was held on May 10,
2017, in the Community Center of said City located at 799 Moorpark Avenue, Moorpark,
California.
1. CALL TO ORDER:
Mayor Parvin called the meeting to order at 6:35 p.m.
2. PLEDGE OF ALLEGIANCE:
Molly Chester of Apricot Lane Farms led the Pledge of Allegiance.
3. ROLL CALL:
Present: Councilmembers Mikos, Pollock, Simons, Van Dam, and
Mayor Parvin.
Staff Present: Steven Kueny, City Manager; Jeremy Laurentowski, Parks
and Recreation Director; Jessica Sandifer, Program
Manager; and Maureen Benson, City Clerk
4. PUBLIC COMMENT:
None.
5. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
None.
AT THIS POINT in the meeting Councilmember Simons recused himself from all Items
on the agenda due to a potential conflict of interest as he used to represent the
prospective developer. He left the meeting at 6:37 p.m.
6. PUBLIC HEARING:
A. Consider Resolution Approving Disposition and Development Agreement
for a Portion of Property Owned by the City of Moorpark Located at 192
High Street to Apricot Lane Market Holdings, LLC; Making Findings
Pursuant to Government Code Section 52201; and Finding the Project
Categorically Exempt from California Environmental Quality Act (CEQA).
Staff Recommendation: 1) Open the public hearing, accept public
testimony, and close the public hearing; and 2) Adopt Resolution No.
2017-3595, approving the Disposition and Development Agreement for the

sale of a portion of the property at 192 High Street; making findings
pursuant to Government Code Section 52201; and finding the project
categorically exempt from CEQA.
Ms. Sandifer gave the staff report.
Mayor Parvin opened the public hearing.
John Chester, applicant for Apricot Lane Market, spoke in favor of the
Disposition and Development Agreement and thanked the Ad Hoc
Committee members Mayor Parvin and Councilmember Pollock and staff
for working through this process.
Mayor Parvin closed the public hearing.
MOTION: Mayor Parvin moved and Councilmember Mikos seconded a motion to
adopt Resolution No. 2017-3595, approving the Disposition and Development
Agreement for the sale of a portion of the property at 192 High Street; making
findings pursuant to Government Code Section 52201; and finding the project
categorically exempt from CEQA. The motion carried by voice vote 4-0,
Councilmember Simons absent.
7. PRESENTATION/ACTION/DISCUSSION:
A. Consider Rejection of Bids for the Demolition of Site Improvements at 104
and 192 High Street (L0007). Staff Recommendation: Reject all bids for
the demolition of the site improvements .at 104 and 192 High Street
(L0007).
Ms. Sandifer gave the staff report.
There were no speakers.
MOTION: Councilmember Van Dam moved and Councilmember Pollock
seconded a motion to reject all bids for the demolition of the site improvements at
104 and 192 High Street (L0007). The motion carried by voice vote 4-0,
Councilmember Simons absent.
8. CLOSED SESSION:
None was held.

9. ADJOURNMENT:
MOTION: Councilmember Pollock moved and Councilmember Van Dam seconded a
motion adjourn the meeting. The time was 6:58 p.m.
