SUBJECT: Consider Award of Contract for Design and Construction of Park
Refuse Enclosure Roofs
SUMMARY
The City Council is being asked to award a contract to LNI Custom Manufacturing forthe design and
construction of refuse enclosure roofs at various City parks. If approved, this project will provide
refuse bin enclosure roofs to match the existing refuse enclosure at the east end of Arroyo Vista
Community Park (AVCP).
DISCUSSION
Most of the City's park refuse enclosures were constructed prior to National Pollutant Discharge
Elimination System regulations, and therefore roofs were not included in their design. NPDES
guidelines call for enclosure roofs to prevent runoff from rain. Additionally, the roofs will better
secure the refuse bins and prevent illegal dumping of trash at these locations. The proposed
enclosure locations include: Tierra Rejada Park, Mountain Meadows Park, Peach Hill Park,
Campus Park, Poindexter Park, and Arroyo Vista Recreation Center.
Funding for this project was approved by City Council in the FY 2007/08 Budget. Request for
proposals were mailed to six prospective bidders; only one bidder responded. LNI Custom
Manufacturing's bid amount of $59,895.50 is within budget and meets all RFP specification and
construction requirements. LNI is qualified to perform the required work. They designed and
constructed the enclosure roof at AVCP and they designed and constructed the City's bus stop
shelters. Staff is confident in their ability and workmanship to complete the remainder of our City
park enclosures. The color of the enclosure roofs will be consistent with existing restroom and
pavilion roofs at each location.
STAFF RECOMMENDATION
Award a contract to LNI Custom Manufacturing for a cost not to exceed $59,895.50, and authorize
the City Manager to execute the contract on behalf of the City.
