SUBJECT: Consider Resolution Authorizing Submittal of the FY 2007-08
Tire-Derived Product (TDP) Grant Application
Discussion
The attached resolution authorizes staff to submit a grant application to the California
Integrated Waste Management Board (CIWMB) for funds to install rubberized pour-in-
place playground surfacing at Peach Hill Park and subsequently at Arroyo Vista and
Poindexter Parks. The funds are being made available through the CIWMB's Tire Derived
Product (TDP) Grant Program.
Staff is requesting $50,000 in grant funds for these three projects. A random selection
process will be held in December to determine which applicants will be recommended for
funding and in what order. The CIWMB board considers funding recommendations and, if
approved, awards the grants in February 2008. If awarded, the City will be reimbursed for
material costs as approved in the Agreement Package and will have until March 31, 2010
to submit final reimbursement documents.

RESOLUTION NO. 2007-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AUTHORIZING SUBMITTAL OF A
TIRE-DERIVED PRODUCT (TDP) GRANT APPLICATION TO THE
CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD
(CIWMB), AND AUTHORIZING THE CITY MANAGER TO
EXECUTE ANY AGREEMENTS, CONTRACTS, AND/OR
REQUESTS FOR PAYMENT
WHEREAS, the City of Moorpark recognizes that it is in the public interest to
enact and implement an integrated waste management plan to address the state's
diminishing landfill space and the potential adverse environmental impacts from
inappropriate disposal of waste materials, including tires, and to increase the available
markets for materials made from recycled materials; and
WHEREAS, Public Resources Code sections 4000 et. seq. authorize the
California Integrated Waste Management Board (CIWMB) to administer various grant
programs in furtherance of the State's efforts to reduce, recycle, and reuse solid waste
generated in the State thereby preserving landfill capacity and protecting public health
and safety and the environment; and
WHEREAS, in furtherance of this authority the CIWMB is required to establish
necessary procedures governing the application, awarding and management of the
grants; and
WHEREAS, said procedures established by the California Integrated Waste
management Board require the applicant to certify by resolution approval of the
application before submission of said application to the State; and
WHEREAS, if awarded, the applicant will enter into a Grant Agreement with the
California Integrated Waste Management Board for implementation of said grant;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Moorpark authorizes the submittal of
an application to the California Integrated Waste Management Board for the FY 2007-
2008 Tire-Derived Product (TDP) Grant Program.
SECTION 2. The City Manager, or a designee named by the City Manager, is
hereby authorized and empowered to execute in the name of the City of Moorpark all
necessary applications, contracts, payment requests, agreements and amendments
hereto for the purposes of securing grant funds and to implement and carry out the
purposes specified in the grant application.

SECTION 3. The City Clerk shall certify to the adoption of the resolution and
shall cause a certified resolution to be filed in the book of original resolutions.
