SUBJECT: Approve Granting of Easement Deeds on Grimes Canyon Road to the
County of Ventura and to the Ventura County Waterworks District No. 1
DISCUSSION
A. Bridge Damage/ Repair
Grimes Canyon Road, along the westerly city limit line, is entirely outside the City and
is thus a County road. A few years ago, the County-owned bridge, located south of
Championship Drive, was damaged by high stormwater flows. There have been past
efforts and there are proposed future efforts by County agencies, to restore facilities
damaged by these storm waters.
B. Waterworks District
The Ventura County Waterworks District No. 1 ("District') owns and maintains a
reclaimed water distribution line serving the area. Prior to the above mentioned storm
damage, that water line had been hung from the bridge. Subsequent to the storm
damage the District opted to place the water line under the river along the west side
of the road and bridge. Using emergency reconstruction methods and procedures,
the District constructed the new reclaimed water distribution line along the east side
of the County road, on property entirely or partially owned by the City. The City
property in question is in the vicinity of the equestrian staging area located at the
southwest comer of Moorpark Country Club Estates (Tract 4928). This emergency
work proceeded with the understanding that easement documents would be
processed at a later date. The District prepared and presented to the City, an
easement deed (Attachment 1) for this relocated facility. The processing of that
request had been delayed in order to clarify deed language regarding the City's prior
rights to the property underlying the requested easement.

C. County of Ventura (Transportation Department)
The County of Ventura ("County") Transportation Department is proceeding with
plans for the construction of a new bridge at the site of the above mentioned
damaged bridge. The County's plans include the construction of bridge abutment and
stream bank improvements required to protect the new bridge. Those improvements
are to be situated outside of the County's road right-of-way. The facility protection
improvements to be constructed on the east side of the bridge (downstream side) are
to be constructed within the above mention city-owned property near the Country
Club Estates equestrian staging area. The County has requested that the City grant
the County an easement (Attachment 2), for the placement and maintenance of
these bridge and stream bank protection improvements.
STAFF RECOMMENDATION
Approve the granting of the subject Easement Deeds to the District and to the County,
and authorize the City Manager to execute same.

rights retained by the City of Moorpark in the event that the City of Moorpark should
construct improvements on the property.

Records in the office of the County Recorder of said County, described as follows:
Beginning at a point on the northwesterly boundary of said lot, distant thereon South 38°33'36"
West 25.98 feet from the northerly corner of said lot; thence SOUTH 48.13 feet to a line parallel
with and 30.00 feet southeasterly, measured at right angles, from said northwesterly boundary;
thence along said parallel line South 38°33'36"West 132.51 feet; thence South 83°33'36" West 42.43
feet to said northwesterly boundary; thence along said northwesterly boundary North 38°33'36"
