Gilbert, Director of Public Works DATE: March 22, 1995 (Council Meeting 4-5-95) SUBJECT: Consider Authorization to Advertise for Receipt of Bids for the Construction of Conduits for Decorative Street Lights on High Street DISCUSSION A. Background The City Council previously approved the conceptual design for the installation of decorative street lights on High Street between Moorpark Avenue and Spring Road. That action included the approval of the type of street light, the spacing, wattage and related matters. B. Design The Southern California Edison Company (SCE) has prepared, at no cost to the City, a design for the installation of an underground conduits system to provide energy to the proposed street lights. A copy of that design has been distributed to the City Council by separate Memo. A summary of that design is as follows: 1. Forty-five (45) decorative street lights to be installed. 2. Six (6) existing street lights to be removed. 3. A number of wooden power and street light poles will be removed. 4. Certain existing SCE power line will be placed underground. 5. Conduits will be placed for the future undergrounding of certain Pacific Telephone facilities which will allow for the removal of additional wooden poles. 6. The number of street crossings have been limited to one per block. 7. The street lights located near the boardwalk are to be placed on the south side of the boardwalk. high4 00044 High Street Street Lights April 1995 Page 2 8. One street light will be installed within the street right-of-way in front of the La Playita Restaurant. This light will require the deletion of one perpendicular parking space in front of the restaurant. The street light will be protected with bollards. 9. The conduit will rise above grade at each street light location. SCE will then immediately construct the street light foundations and install the street lights. 10. The location of all of the proposed street lights has been marked on the sidewalk. C. Decorative Lighting System Approximately three years ago the City constructed a project to extend the storm drain on High Street to the east and to install certain additional sidewalks. That project included the installation of a decorative lighting conduit system to all of the pepper trees on the north side of the street between Bard Street and Magnolia Street. It is the intent of staff to add to the design prepared by SCE, plans for the additional conduits to all of the remaining tree wells on High Street. When in place, this conduit system will allow for the installation of a low voltage electrical system to feed decorative lighting which may be placed in the street trees on High Street. D. Procurement of Street Lights In order to meet the schedule described below, it will be necessary to proceed with the procurement of the street lights at this time. In this way it will be possible for SCE to construct the foundations and install the street lights immediately after the conduit risers are in place. The estimated cost for the procurement of the street lights is $95,500. E. SCE Owned Lights All of these street lights will be owned by SCE and will be billed under the LS-1 rate in the same manner as the majority of the street lights in the City. F. Fiscal Impact The budget for FY 1994/95 included funding by the Moorpark Redevelopment agency for this project in the amount of $100,000. It will be necessary to increase that appropriation and budget amount. It is recommended, however, that this budget adjustment high4 00045 % t • . Schedule A tentative schedule for the construction of this project is as follows: • SCE design complete: 3-22-95 • City Council Approves Plans & Authorizes advertising for receipt of bids: 4-05-95 • Open Bids 6-06-95 • Award Contract: 6-21-95 • Commence Construction: 7-01-95 • Construction Complete: 8-20-95 • Lights installed and operational: 8-20-95 • Country Days Celebration: 10-07-95 RECOMMENDATION Staff recommends that the City Council take the following actions: 1. Approve the plans for the subject projects and authorize staff to revise said plans to include the addition of a separate conduit system for decorative lighting to all tree wells; 2. Authorize staff to advertise for receipt of bids for the subject project; and, 3 . Authorize payment to SCE, not to exceed $100,000, for the procurement of the street lights. high4 1 00{}46
