ACTION: y Q� Consider Parks and Recreation Commission Review of Park Rules Regarding User Group Size At the meeting of December 7, 1 94, the City Council directed staff to address the current policy in the park rules and regulations as it relates to the permitted group size for park reservations, and requested that the Parks and Recreation Commission review the staff tep:)rt. and make appropriate recommendations to the City Counci' The Parks and Recreation Comm_ s :� , )r r(-v ewed this item at their meet=ing of March 6, 1995. Currently, there are no prc�vi lions :_n the park rules and regulations for limiting group reservat.;_on sizes, and the rules provide for the Director of Commurity Services to use discretion when approving all reservation requests. The size of the park and the available amenities at each par_k;_ usually dictates what activities, and the size of each group, that would be appropriate for each park. Staff uses this informat=ion when reviewing park reservation applications. Further_, the National Recreation and Park Association has developed classi'.ications for parklands, which the City has incorporated ii:-it(--) h Master Plan for Parks. The classification and definition of a neighborhood park, which is the appropriate classification for Mci,:ntain Meadows Park, is attached for your informat..o; T -I:E information is also considered when determining park i .,aq(� r),y Groups. The Commission reviewed the current rale:a and regulations for park usage and felt that t=he City staff has shown good management of Park Rentals to date. The Comm . ss i or - urt-_her recommended that rules continue as currently for park usage, under advisement for the ne >t year. RECOMMENDATION Accept Commission's recommendation t: leave the Park Rules Regarding User Group Size as ctrl- =nt..y w --- tten and to review this again in one year. Attachment: Classification of Ijeighbor_hood Park 00151 NEIGHBORHOOD PARY The neighborhood park shoul.i range in size from 2.5 to 16 acres. The optimum size should be 6 acres or more. The optimum service range should be an approx. mate !2 mile radius and will serve 2,500 to 5,000 persons. Whenever possible, neighborhood parks should be adjacent to school property. This will permit the joint use of facilities and reduce the need for acquisition -f additional land. It should also serve to prevent a duplicati:an of - ecreation facilities in close proximity to one another The minimum features of a neighborhood park should include c ba:eba!1. diamond; open turf for soccer, touch football or other field games; tot lots; picnic facilities with barbecue feati.re pen space for informal play and parking. 1fl117%
